This position is located in Office of Nuclear Reactor Regulation, Division of Advanced Reactors and Non-Power Production and Utilization Facilities, Non-Power Production and Utilization Facility Branch. The supervisor is Travis Tate.
This position is Bargaining Unit with the National Treasury Employees Union, Chapter 208. This position is not subject to Confidential Financial Disclosure reporting requirements and not subject to security ownership restriction reporting requirements
Duties
This position serves as an Operator Licensing Assistant in the Non-Power Production and Utilization Facility Oversight Branch (UNPO). At the full performance level the incumbent is responsible for performing a wide variety of difficult application review and processing assignments for new and renewal operator, senior operator, and limited senior operator licenses. Additionally, the work involves performing limited review of reactor operator qualifications as well as the control, custody, and distribution of licensing documents.

Qualifications
In order to qualify for this position, you must have at least one year of specialized experience at the next lower grade level in the Federal service or equivalent experience in the private or public sector. The ideal candidate will be able to demonstrate the following:
1. Knowledge of procedures, policies, regulations, and rules associated with a licensing program and the ability to administratively review, edit, and process all associated documents required. (Describe knowledge, education, training, and experience which demonstrate your knowledge of policies and procedures of licensing programs. Provide examples of the types of documents you have processed and your familiarity with technical and/or legal terminology.)
2. Ability to plan, coordinate, and direct administrative processing of a project into clear, concise, meaningful documents and correspondence. (Describe education, training, and experience which demonstrate your ability to provide examples of planning, coordination, and processing which resulted in clear, concise, meaningful documents. Provide examples of projects in which you were involved in the coordination of inputs documents. Provide examples of the types of projects you have worked on. Describe any record systems you established or maintained.)
3. Knowledge of and demonstrated proficiency in using word processing and computer systems (Microsoft Office, E-Mail, office tracking systems, etc.) and ability to analyze and implement procedures to manage correspondence and information through automated means. (Describe specific work experience and training that demonstrates your knowledge of and ability to utilize computer-based systems. What specific applications have you used (especially about correspondence management)? Describe your experience in establishing and/or using automated tracking systems or databases.)
4. Demonstrated ability to work efficiently in handling multiple assignments with competing priorities, often under considerable pressure to meet deadlines. (Describe specific situations that required you to work under stressful or adverse conditions (competing priorities, tight schedules, deadlines, etc.))
5. Ability to communicate clearly and concisely, both orally and in writing. (Describe specific experience, training, and developmental assignments which demonstrate your abilities to deal with others by personal contact, telephone, and correspondence requiring tact, logic, and persuasion. Describe any representation roles you have performed for your organization and special projects you have completed which require these skills.)
SPECIALIZED EXPERIENCE is defined as: For GG-7: Experience in operating computer equipment sufficient to prepare correspondence, memoranda, presentations, and reports in final form; organizing the flow of administrative work, maintaining and organizing an adequate filing system, and locating and assembling material for reports and meetings; and knowledge of format and clerical procedures in order to proofread documents and arrange a variety of materials from different sources in an organized, workable manner. Familiarity with administrative policies and procedures to properly prepare routine correspondence, respond to inquiries of a routine nature, record minutes of meetings and conferences, and respond to phone calls and inquiries.
For GG-8: In addition to the experience listed at the GG-7 level the applicant must have experience handling multiple, time sensitive tasks; and familiarity with administrative policies and procedures to properly prepare complex or technical correspondence, respond to inquiries of a routine and non-routine nature, record minutes of meetings and conferences, and respond to phone calls and inquiries.
For GG-9: In addition to the experience listed at the GG-8 level the applicant must have experience initiating, coordinating, monitoring, reviewing, and/or processing into final operator licensing actions, Technical Specifications, or other related routine documents and communications ensuring compliance with non-technical administrative aspects of NRC rules, regulations, and procedures applicable to the licensing process.
For GG-10: In addition to the experience listed at the GG-9 level the applicant must have experience with new and unusually difficult and complex assignments applicable to the licensing process.
