This position is located at Assateague Island National Seashore in Berlin, MD, and the incumbent performs routine budget analyst duties. The full performance of this position is a GS-11.
Duties
Employee independently plans, performs, coordinates, and schedules budgetary financing selects analytical methos and implements controls.
Reviews budget requests and the authorized staffing and funding levels and participates in
recommendations for funding and staffing decisions based on objectives and direction.
Respond to requests for various analysis of program and budget information from management or higher level decision makers under pressure or short timeframes.
Prepares data summaries for inclusion in routine and special reports on budget execution.
Tabulates cost data on individual projects (e.g., construction, research, or maintenance) and applies basic budget analysis (e.g., cost-benefit ratios) to budgetary data to illustrate the effects of changes in levels of funding for current projects.
Design and participate in training sessions for personnel in budget preparation, budget execution, status of funds, and financial control.
Review, analyze, and take action on approved requests for adjustments in allocations transfer of funds between units and agencies, special funding distribution and fixed cost assessments.
Duties will be developmental in nature when filled below the full performance level.
Qualifications

Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 as part of your application to be used to validate your work schedule and determine the amount of specialized experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience.
For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected.
To qualify for this position at the GS-09 grade level, you must possess at least one of the following minimum qualifications by close of the announcement:
EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-07 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: comprehensive knowledge of government budget formulation; assisting with routine budget analysis functions such as providing budget data for the development, preparation, and revision of the budget; assist with the execution of the current year budget for a unit; prepare a variety of budgetary reports using automated financial systems and databases; performing developmental assignments in order to provide management information on broader aspects of the budget such as analyzing revenue trends, spending targets, and project spending.

EDUCATION: Successful completion of a master's or equivalent graduate degree OR two full years of progressively higher-level graduate education leading to such a degree OR LL.B. or J.D., if related. Graduate education must be directly related to this position and provides the knowledge, skill, and abilities necessary to do the work of this position. You must include transcripts.

COMBINATION OF EXPERIENCE AND EDUCATION: Successful completion of a combination of graduate education (more than one year of graduate education, but less than two full years) and experience as described above. To combine education and experience, first take the number of completed graduate coursework in excess of 18 semester hours and divide by 18 (semester hours). Then take the number of months of full-time experience and divide by 12 months. Add the percentages together. The total must equal at least 100 percent to qualify. You must include transcripts.
To qualify for this position at the GS-11 grade level, you must possess at least one of the following minimum qualifications by close of the announcement:
EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-09 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: in-depth knowledge of financial management systems and the ability the extract and summarize financial reporting and cost analysis procedures; in-depth knowledge of budget structures, budget line items, appropriation law to ensure funds are used within legal and administrative constraints; advising, consulting, and interpreting financial policies, laws, and guidance; provide budget analysis functions such as providing budget data for the development, preparation, and revision of the budget; provide technical services to managers in preparation of financial plans; prepare a variety of budgetary reports using automated financial systems and databases; compile historical budgetary data to forecast future organization/program funding needs; monitor the rates of obligation and expenditure of funds. You must include hours per week worked.

EDUCATION: Successful completion of a Ph.D. or equivalent doctoral degree OR at least 3 full years of progressively higher-level graduate education leading to such a degree OR LL.M., if related. Graduate education must be directly related to this position and provides the knowledge, skill, and abilities necessary to do the work of this position. You must include transcripts.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.
