The position is located at the Northern Arizona VA Medical Center in the consolidated VISN 22, Pathology and Laboratory Medicine. The incumbent serves as a Lead Phlebotomist, planning work assignments and workflow and is intimately involved with the day-to-day activities and assignment needs as well as performing as a phlebotomist in the collection, processing, and distribution of the required blood specimens from both hospitalized bed patients, ambulatory patients, and out-patients.
Duties
Major duties and responsibilities include, but not limited to:
Conduct work according to Laboratory Safety Regulations and instructs coworkers and graduate students on safety procedures.
Provide orientation/training in performance of phlebotomy and test procedures with the information and experience required to understand underlying disease processes, and inform the physician if unable to obtain specimens.
Perform venipunctures in accordance with facility and laboratory policies and procedures.
Maintain and controls laboratory records. Maintains the laboratory facilities and equipment and controls supplies.
Sets up equipment for all phlebotomy procedures, making sure that all phlebotomy and ancillary equipment is functioning to standard.
Perform all clerical duties requires of the position, including work lists, logs, and pending lists. Calibrates and maintains laboratory instrumentation on timely intervals so as to minimize breakdown and delay of procedures.
Communicate effectively with the supervisor to report conditions and progress on eliminating discrepancies.
Possess appropriate interpersonal skills to listen and address comments and/or questions patients may have.
Ability to respond clearly, concisely, and cooperatively to questions from other individuals and staff regarding how procedures are performed.
Verify correct patient identification, performs proper specimen handling and labeling, accessions specimens, checks that lab test requests are consistent with physician orders, generates labels and sorts labeled specimens to be distributed to specific laboratory sections.
Perform urine drug testing collections in accordance with facility and laboratory procedures.
Control contaminated or potentially dangerous specimens in accordance with accreditation agency requirements.
Performs other related duties as assigned.
Work Schedule: Monday - Friday, rotating shifts to meet the veterans needs.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/08/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: ability to orally communicate effectively with staff members, veterans, and their families; Technical medical laboratory support work such as performing laboratory tests and examinations (chemical, microbiologic, hematologic and blood banking) and preparing reports of findings or (b) technical support work in a closely related field, e.g., biological laboratory technician work, that required application of the methods and techniques for the position to be filled.; Must have a high degree of skill in drawing blood, especially from difficult vein sites in order to provide the various laboratory departments with properly collected specimens; Skill in operating the CPRS and VISTA computer system is required; Must be aware of proper collection, processing, and storage of various specimens received by the laboratory and to be able to identify which specimens may need to be rejected due to insufficient quantity, leaking, etc; Must be technically competent to perform glucometer patient testing, QC testing and maintenance. Physical Requirements: Requires mostly standing, bending, sitting, and walking throughout the hospital all day.
