Duties

As a Safety and Occupational Health Manager in the Laboratory Operations Center, Facility Operations, ES&H & Emergency Management, Safety & Health Division, National Energy Technology Laboratory (NETL), you will:

Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS GS-11: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-09) in the Federal service. Specialized experience for this position is defined as meeting ALL of the following: Providing support in the planning and administration of technical scientific and engineering programs/projects; AND Assisting in identifying and resolving issues which may have an impact on programs/projects related to Safety and Health programs; AND Identifying regulatory requirements for Occupational Safety and Health Administration Hazardous (OSHA) and/or National Fire Protection Association (NFPA) requirements. OR Education: 3 years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. Major study -- safety or occupational health fields (safety, occupational health, industrial hygiene), or degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology. OR Combination: You may qualify on a combination of education and experience, the total percentage of experience at the required grade level compared to the specialized experience requirement, as well as the percentage of completed education compared to the educational requirement must equal at least 100 percent. Only graduate level education in excess of 36 semester hours (54 quarter hours), may be used to combine education and experience. SPECIALIZED EXPERIENCE REQUIREMENTS GS-12: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-11) in the Federal service. Specialized experience for this position is defined as meeting ALL of the following: Strategizing with staff and management to determine corrective actions for technical scientific and engineering programs/projects; AND Providing input to ensure Occupational Safety and Health Administration Hazardous (OSHA) and/or National Fire Protection Association (NFPA) requirements are met; AND Reviewing policy, guidance, and plans for Safety and Health programs for regulatory compliance. There is no substitution of education for specialized experience at the GS-12 level "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-in-Grade: Current Federal employees must meet time-in-grade requirements by the closing date of this announcement to receive consideration. CTAP/ICTAP candidates: To be considered "well qualified" you must (1) meet all of the requirements as described in this section; and 2) be rated "well-qualified", which is defined as having a score of 85 or better. You must meet all qualifications and eligibility requirements by the closing date of this announcement.

Education must be obtained from an accredited institution recognized by the U.S. Department of Education.
