This position is located in the Bureau of Consular Affairs, Passport Services Directorate, Office of Program Management and Operational Support (CA/PPT/S/PMO), in the U.S. Department of State.
Duties
Establishes and oversees the implementation of Office-wide goals, objectives, policies, and annual and multi-year plans, ensuring conformity with those established at the Directorate, Bureau, and Department levels.
Devises and implements appropriate plans and strategies for ensuring the efficient and effective administration of PPTs workforce management functions.
Oversees the development and implementation of a uniform program of internal controls that establishes policies, procedures, and practices to ensure compliance with regulatory guidance.
Plans and directs comprehensive special studies, analyses, and reviews of PMO programs and activities to evaluate accomplishments reached and/or progress made and to identify reasons for successes and shortfalls and to mitigate risks and challenges.
Establishes and implements internal policies, rules, processes and procedures that facilitate effective communication and collaboration between the organizational components for which the incumbent is responsible and accountable.

Qualifications
Applicants must meet all the required qualification requirements described below by the closing date of this announcement.
NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-14 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience developing strategies in support of program management initiatives and goals.
Experience directing ongoing reviews and assessments of program areas.
Experience developing and overseeing the implementation of internal policies, processes and procedures.
There is no substitute of education for specialized experience for the GS-15 position.
In addition, applicant's experience must also demonstrate that the candidate possesses the following qualities:
Ability to assign, review, and supervise the work of others;
Objectivity and fairness in judging people on their ability, and situations on the facts and circumstances;
Ability to adjust to change, work pressures, or difficult situations without undue stress;
Willingness to consider new ideas or divergent points of view; and
Capacity to "see the job through."
