This position is located within a National Forest. The primary purpose of this position is to perform technical and clerical support in special uses including permit preparation, annual and term plans of operations, insurance requirements and compliance, and calculation of fees and billings.

Duties

Prepares a variety of special use permits in accordance with Forest Service manuals, handbooks and regional guides. Ensures selection of clauses pertinent to the particular type of permit for review by permit administrators. Ensures required terms and conditions are included in permits and authorizing laws, agency policies, and regulations are adhered to. Interacts with permit holders, internal customers, and Forest users in relation to special use permits on a regular basis. Prepares and maintains case folders, ensuring all requirements are met (insurance and operating plans). Responsible for transfer and disposal of case folders in accordance with Forest Service manuals, procedures and guidelines. Recognizes different types of permits and applicable procedures in order to prepare application package for permit administrator. Enters estimates and actual use figures into automated relational databases for fee computation. Calculates simple fees and/or reviews calculations done by permit administrators. Composes transmittal letters and prepares permit packages for mailing, including permit preparation, and annual and term plans of operation. Maintains permits to standard and generate reports, billings and mailings using the Special Uses Database (SUDS). Responsible for management and maintenance of multiple integrated databases (i.e. Infra Range and SUDS) that integrate with the electronic financial system (FMMI) for issuance of permits, bills for collection, etc. Responsible for updating all databases for the District and ensures the data is accurate. Creates bills for collection for contracts and permits, sends and tracks bills and payments through the automated financial system. Responsible for coordinating annual billing and follow-up on delinquent payments based on content of permit, contract, easement, etc. Regularly serves as a backup receptionist, providing accurate and current information and material to sufficiently respond to normal inquiries. Serves as a collection officer to sell such items as National Forest maps, Christmas tree permits, 2400-4’s (Forest Product Sale Permits), and Golden Age Passports in accordance with manual and handbook requirements. Is held accountable for the funds collected. Maintains accountability records as required.

Qualifications

In order to qualify, you must meet the eligibility and qualifications requirements as defined below by the closing date of the announcement. GS-05: Applicants must have one year of specialized experience equivalent to at least GS-4 grade level; OR a bachelor's degree or 4 years of successfully completed education above high school; OR combinations of successfully completed post-high school education (in excess of the first 60 semester hours) and specialized experience. The education must have been obtained in an accredited business, secretarial or technical school, junior college, college or university. Examples of specialized experience include: Performing work such as establishing and maintaining case files; editing and entering data in spreadsheets, databases, and word processing software; preparing routine correspondence; assisting with tracking financial collections, such as for special use permits; and providing special uses support by preparing supporting forms/documentation/records and reviewing reports and data for accurate coding. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
