About the Position:
Supervises a team of Program and Project Managers leading the planning, design, and construction of civil, environmental, water and related projects. Projects consists of lock and dams, hydropower, flood damage reduction, environmental, and projects supporting other agencies. Responsible for leadership, management, and development of Program / Project Managers overseeing the technical, scheduling, financial, and relational aspects of project delivery.
Duties
Reviews and evaluates project status. Oversees the planning, design and construction cost and schedule execution of projects in coordination with the functional chiefs.
Initiates, approves and manages plans that translate project objectives into completed functional phases. Plans and coordinates activities of the branch and initiates procedures for most efficient project management accomplishment.
Discusses objectives with project managers and directs their efforts in accordance with time limitations and priorities. Assigns and defines work assignments to be accomplished by subordinates.
Coordinates with the Division Chief as well as budgeting and programming personnel in establishing a monetary program for the Branch.
Initiates personnel actions, interviews and makes selections of new employees, approves leave, provides for necessary training, rates/reviews subordinate performance, resolves employee grievances, and recommends disciplinary actions.
Assists the Division Chief in development and implementation of project management programs and policies, maintaining good public relations and by making independent decisions within broad District policies.
Participates with Division Chief, other Division Chiefs and other key personnel in defining program goals and in preparing a master plan. Makes major plans and programming decisions that affect critical long and short-range courses of action.

Specialized Experience: One year of specialized experience which includes meeting all of the following: 1) Execute civil works and/or environmental project management; 2) provide budget development, scheduling, manpower management, strategic coordination, and/or contract administration of assigned projects; and 3) experience supervising, leading, and/or working with or directing teams. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13)
