You will serve as an EMERGENCY MANAGEMENT SPECIALIST in the N3 OPERATIONS DIVISION of NAVAL AIR STATION LEMOORE.
You will serve as an Emergency Operations Center Manager.
Duties
You will coordinate emergency management command and control functions to maintain effective operations of an Emergency Operations Center (EOC).
You will evaluate emergency planning exercises to identify deficiencies, develop corrective action plans, and assign responsibility.
You will plan the acquisition or maintenance of emergency management equipment to maintain mission readiness.
You will prepare briefs, point papers, or other documents to compel decisions regarding the emergency management program.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- This is a bargaining unit position.
- This position is considered Key/Emergency-Essential. You will be required to provide immediate and continuing support to ensure the success of combat operations or the availability of combat-essential systems.
- The incumbent is required to be on call 24 hours a day so that the incumbent may be contacted via telephone or paging system during off-duty hours or as conditions warranted.
- In the event of a disaster or emergency condition the incumbent will be subject to be on call throughout the condition.
- Overtime/Weekend/Holiday work may be required.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
1) Using technology skills to diagnose and resolve technical issues with emergency management systems, equipment and software applications; 2) Managing an EOC and the associated incident management team's use of IT-related technology; 3) Using concepts, principles, and practices of emergency management and homeland security to complete work assignments; 4) Analyzing and evaluating methods and techniques used in emergency response to present recommendations and conclusions for improvement; 5) Managing and coordinating preparation measures for threats of man-made and natural disasters; 6) Producing spreadsheets and presentations to routinely facilitate training, data analysis, and emergency management communications. Education
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
Have successfully completed a Ph.D. or equivalent doctoral degree.
OR
Have successfully completed three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree.
OR
Have successfully completed an LL.M. degree that is related to the position being filled.
OR
Have a combination of experience and education that equates to one year of experience. Percentage of education plus percentage of experience must equal 100%
