This position is organizationally under the ACOS/Ambulatory Care at the Stonybrook or Clarkson community based outpatient clinic (CBOC). The incumbent has the responsibility for coordinating CBOC services for approximately 10,000 veterans at either Newburg, Shively or New Albany VA Health Care Centers. The incumbent's primary function is to provide administrative and coordinative support to the health care center located in New Albany, IN; Shively Kentucky, or Louisville, Kentucky.

Duties

Duties include, but are not limited to: The incumbent serves as the administrative point of contact within these three primary care clinics to assure a unified approach to maximizing patient treatment and medical center funding through the effective resource utilization, sharing agreement coordination, public relations, quality improvement activities, and modification of medical administrative procedures and plans, and serves as the contracting officer representative for the individual health care center. Serves as the principle administrator for the health care center and maintains the overall day to day functioning for all CBOC operations. Attends Service Organization meetings to provide information regarding the CBOC. Promotes and ensures all customer service relationships are handled in a positive manner. Coordinates all administrative aspects of training for professional, nursing and clerical staff within the Education Department as set forth in VA regulations and guidelines. Provide guidance and direction to a wide variety of professional personnel, as well as other VA employees involved in CBOC operations. Familiarity with VA operations and personnel practices is critical in this regard. The incumbent develops joint working policies and procedures, troubleshoot potential problems, develop resolutions and investigate a wide variety of matters pertaining to the CBOC. Initiates, establishes, develops and implements comprehensive policies, processes and procedures through direct contact, telephone and or written analysis to monitor the success of the CBOC. Develops plans and provides recommendations to the ACOS/Ambulatory Care regarding the most cost advantageous, efficient, and/or highest quality medical support opportunities and means of obtaining services for VA beneficiaries. Develops, oversees and maintains data in a format which provides current information necessary for use in the decision making process. Oversees a variety of activities such as credentialing of health care providers to ensure providers are licensed and privileged according to regulatory requirements; reviews medical records containing medical/clinical evaluations and services to ensure proper recording of incidents of care; inspects facilities and supplies to ascertain proper ration of health care providers to patients. Prepares comprehensive reports for submission to appropriate officials. Coordinates with appropriate authorities (other services, VA Central Office, JC, District Counsel, etc.) to provide guidance to help assure optimal programmatic operation and compliance with guidelines. Guides and negotiates with professional, technical and secretarial staff in developing initiatives consistent with these guidelines and directives. Serve as the Contracting Officer Representative (COR) for leased space the CBOC occupies. Total responsibility for implementing and maintaining contractual arrangements such as the leased space which houses the health care center. Responsible for Environmental and Engineering activities and issues at the health care center. Work closely with the building owner in maintaining the structure, cleanliness, maintenance and climate control. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/06/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: compiling information and preparing administrative reports; Providing customer service to both internal and external customers in a clinical setting; maintaining and updating databases. . OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a master's or equivalent graduate degree, or 2 full years of progressively higher-level graduate education leading to such a degree, or an LL.B. or J.D. in a related field that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. NOTE: Transcripts must be submitted with application. Education cannot be credited without documentation. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and graduate level education (in excess of the first year or 18 semester hours) and specialized experience to meet total experience requirements. NOTE: If using education combined with specialized experience to qualify, a copy of your transcript is required. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is sedentary working from a desktop or laptop computer and completing administrative functions. It does require periods of walking, standing, bending, and employees may carry light items such as books, instruments, laptops, and other similar materials.
