The incumbent of the position will primarily conduct and support research and in addition have an overall day-to- day responsibility for the efficient management and use of laboratory resources as well as other scientific and administrative responsibilities as assigned by the Lab Chief.
Duties
As the Lab Chief's principal advisor on scientific operational matters, incumbent assists in the formulation of basic scientific policy directives that form the framework for management of laboratory programs. In this capacity, incumbent participates with senior management in planning, managing, and directing the operational projects and activities associated with the program.
Performs administrative work and speaks for the Lab Chief in the following areas: budget and financial management, procurement and contracting, personnel management, and administration of supplies, property, renovations, and moves. Participates in the design and conduct of experiments and studies requiring the application of a broad professional knowledge of scientific theories and principles of applicable research discipline. Serves as the designated resource and principal contact for matters relating to large collaborative research/clinical programs involving the Lab/Branch. Provides administrative guidance to other scientific, academic, or clinical organizations in support of the collaboration.
Participates in the design and conduct of experiments and studies requiring the application of a broad professional knowledge of scientific theories and principles of applicable research discipline. Serves as the designated resource and principal contact for matters relating to large collaborative research/clinical programs involving the Lab/Branch. Provides administrative guidance to other scientific, academic, or clinical organizations in support of the collaboration.
Acts as a scientific consultant and technical expert to all visiting fellows, post-docs, and technicians, providing advice and guidance in their day-to-day activities. Develops a comprehensive knowledge and understanding of all major areas of research within the laboratory and uses this knowledge to familiarize all new post-doctoral fellows on the research focus of their assigned area.

In order to qualify for a Senior Technical Laboratory Manager, GS-601 position, you must have:
A. Completed a full four (4) year course of study in an accredited college or university leading to a Bachelor's degree or graduate/higher level degree with major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position.
AND
In addition to the basic requirement, in order to qualify for this position at the GS-14 level you must have at least one (1) year of qualifying experience equivalent to at least the GS-13 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: developing project plans and assisting with managing and coordinating work of the laboratory staff; performing laboratory experiments and applying knowledge of scientific theories and principles; developing policies, standard procedures, and guidelines in support of scientific research programs and activities; developing reports, memoranda, or scientific manuscripts for use in conferences, workshops or meetings; and performing administrative work in the following areas-budget and financial management, procurement and contracting, personnel management, administration of supplies, property, renovations, and moves.
