The Secretary serves in Engineering Service, Central Alabama Veterans Health Care System (CAVHCS), Veterans Health Administration, Department of Veterans Affairs, Montgomery, AL. The primary function of this position includes, clerical, timekeeping and purchasing duties. CA VHCS consists of two primary campuses, Montgomery, and Tuskegee, one VA Clinic (MV AC), Community Based Outpatient Clinics: Columbus, Dothan, Dothan Mental Health, Fort Rucker Wiregrass, Fort Benning, and Monroeville.
Duties

Duties and responsibilities include but are not limited to:
Mail, Correspondence, and Reports:
Processes incoming and outgoing materials such as correspondence, reports, memorandum, and other forms of written communication.
Performs the following types of duties: edits letters, composes letters and reports, reviews correspondence for accuracy and completeness, prepares public presentation outlines, and develops standard or form letters and replies to inquiries.
Provides general clerical mail and correspondence services such as preparing a variety of recurring reports, reviewing outgoing correspondence for proper attachments, or consolidating/coordinating submittals of information.
Researches files and assembles background information on the subject of incoming material prior to referral.
Screens publications, directives, correspondence, etc., and brings items of significance from those publications to the attention of service line leadership as appropriate.
Maintaining Calendars, Meetings & Travel Schedules:
Provides general calendar maintenance clerical services such as maintaining calendars and recording appointments or arranging for meeting and small conference administrative details.
Schedules supervisor/staff member time based on knowledge of preferences and current commitments.
Reminds supervisor/staff members of the subject matter prior to the meeting, and makes administrative arrangements as required.
Prepares as necessary meeting binders for scheduled meetings and events.
Maintains effective office systems (including files and report automation), travel procedures (including reservations and itinerary), and communication on special procedures.
Control Point Duties:
Serves as the clerk that prepares online invoices for certification.
Researches online invoices, verifies the availability of funds, verifies completion of work and prepares the document for the certifying official.
Office Supplies & Equipment:
Purchases needed office supplies and may make other purchases under the purchase threshold that are needed to support the Service.
Tracks and obtains from any appropriate source supplies/equipment necessary for the different sections use.
Assists with tracking of reports due to the Facility, or other offices and ensure they are submitted in a timely manner.
Justifies and requests replacements for outdated equipment by identifying the outdated equipment, gathering relevant information on office equipment, or requesting office equipment for all identified work areas.
Public Contact Liaison:
Provides general clerical public contact support services such as answering the telephone, referring visitors, or providing information about the office, its functions, and standard operating procedures.
Screens calls and personally answers calls when the requested information concerns routine and procedural requirements.
Supplies the requested information as it pertains to departmental and subject matter nature such as: (status of reports, suspense dates, and request for tours).
Timekeeper Duties:
Serves as backup timekeeper for time and attendance.
Learns and stays abreast of complex rules and regulations governing time and attendance.
Assists the supervisor in assuring that all leave is properly accounted for and in accordance with applicable policies and regulations.
Communicates with supervisor and Human Resources to obtain guidance and information that is needed to carry out these responsibilities.
Work Schedule: Monday - Friday; 8:00am-4:30pm
Travel: 50%, Travel from Montgomery to Tuskegee depending on which location the Chief is in.

Qualifications
ENGLISH LANGUAGE PROFICIENCY: In accordance with 38 U.S.C. 7402(d), No person shall serve in direct patient care positions unless they are proficient in basic written and spoken English. You must be proficient in basic written and spoken English in order to meet the requirements of this position.

TYPING PROFICIENCY: This position requires the skills of a qualified typist. In addition to meeting the experience and/or education requirements, you must be able to type at least 40 words per minute.

SPECIALIZED EXPERIENCE: GS-6: One (1) year of specialized experience that equips you with the knowledge, skills, and abilities to successfully perform the duties of the position, and that is in or related to the work of this position. To be creditable, this experience must have been equivalent to at least the GS-05 level in the Federal service. Qualifying specialized experience includes having knowledge of the mission, functions and organization of the agency, principles, functions and processes of management and the organization of work, program operations, processes, goals and objectives; having skills in written communication in writing internal and external correspondence, proposals, etc.; verbal communication essential in presenting ideas, proposals, answering questions/inquiries and dealing effectively with patients and families, management, fellow employees, staff etc.; skills in transcribing dictated materials often of specialized nature, transcribing minutes from meetings; having an understanding of format, policy grammar, spelling and capitalization; capable of collecting and compiling data necessary in completing reports; familiarity with administrative tasks such as (the procedures for timekeeping, travel request preparation, travel voucher handling, supply requisition, appropriate use of credit cards and ordering of supplies); and skills in the use of computers for word processing, information storage and retrieval, data collection, etc.; understanding of inter-relationships between office operations and particular staff assignments and supervisor's role in the management of the office and skilled in advising and instructing other offices concerning required reporting and administrative procedures; and having the ability to exercise judgment, tact and diplomacy in dealing with external reviewers, personnel in headquarters, networks, and facilities.

IMPORTANT: A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates. Physical Requirements: The work is sedentary. Typically, the Secretary may sit comfortably to do the work. However, there may be some walking, standing, bending, and carrying of light items like papers or books. No special physical demands are required to perform the work.
