You will serve as a ENVIRONMENTAL PROTECTION SPECIALIST in the ENVIRONMENTAL DIVISION of NAVFAC ENGINEERING CMD MID-ATLANTIC.

Duties

You will organize, administer, evaluate and coordinate the Resource, Conservation and Recovery Act (RCRA) program for all areas of the installation. You will manage the Hazardous Waste Storage Facility in accordance with RCRA requirements. You will conduct inspections of installation facilities and operations to ensure compliance with environmental laws and regulations. You will train hazardous waste handlers in all aspects of the hazardous waste storage facility operations. You will take samples and gather information and material required for laboratory analysis. You will establish and maintain regular waste pick-up service for the installation and its tenants. You will provide support to the Emergency Response Coordinator in the cleanup of oil and hazardous waste spills occurring on the installation. You will serve as the Quality Assurance Evaluator (QAE) for hazardous waste disposal contracts issued by the Navy for hazardous waste and used oil removal.

  • This work is primarily performed in an office setting; however significant time will be spent in the field. During field inspections, there may be exposure to hazardous substances.
  • You will be required to successfully complete a pre-appointment physical examination
  • You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes.

Qualifications

GS-09 Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Performing inspections to ensure the proper management and disposal of regulated wastes; 2) Collecting samples for proper analytical analysis using required protocols using required protocols; 3) Assisting in the transport, disposal, collection, and storage of hazardous and non-hazardous regulated wastes; and 4) Providing technical guidance for recovery and cleanup operations during spills or release. GS-07 Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1)Conducting inspections of installation facilities and operations to ensure compliance with environmental laws and regulations; 2) Providing input to higher graded specialists for consultation with appropriate installation organizations in developing procedures to correct violations or meet new program requirements 3) Coordinating issues pertaining to environmental compliance and remediation actions; 4) Providing assistance in applying environmental compliance laws and requirements to support an organization. master's or equivalent graduate degree

2 full years of progressively higher level graduate education leading to such a degree

1 full year of graduate level education
