This position is located in the Office in USDA/Rural Development (RD), Area Office of Washington State Director. Incumbent has responsibility for providing State-wide leadership, guidance and review in Community and/or Business Programs for the making and servicing of loans and grants for community facilities, public utilities, and/or businesses.
THIS IS NOT A REMOTE POSITION, INCUMBENT WILL BE REQUIRED TO REPORT TO AREA OFFICE.
Duties
The incumbent deals with loans either made or guaranteed by the government and grants for commercial loans and grants.
Reviews and analyzes preapplications, applications and all supporting documents to determine loan or grant eligibility and inputs data into appropriate automated database system.
Prepares written loan/grant recommendations and submits to supervisor for review.
Analyzes annual financial statements and reports on closed loans.

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.
Time in grade: Time-in-Grade Requirement: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.
For the GS-7 level: Applicants must have 1 year of specialized experience equivalent to at least the GS- 07; or its non-Federal equivalent that demonstrates: Basic knowledge of loan examining and/or servicing principles, procedures and techniques as they apply to investigation, analysis, and evaluation of financial factors and credit risks in relation to the granting and servicing of commercial and/or mortgage loans. Experience may have been gained in work equivalent to furnishing general information concerning loan programs, eligibility requirements, financial and credit requirements; reviewing loan applications for eligibility and financial soundness; and analyzing information provided by loan applicant and making recommendations to a higher-level loan specialist about loan eligibility OR possess one (1) full year of graduate level education OR Superior Academic Achievement OR an equivalent combination of experience and education as noted above are acceptable.
For the GS-9 level: Applicants must have 1 year of specialized experience equivalent to at least the GS- 07; or its non-Federal equivalent that demonstrates: Experience assisting higher graded specialists with loan and grant processing and servicing. For example, experience processing single family loans up to the point of final approval by a specialist with loan approval authority, or assisting loan specialists with servicing activities on commercial loans for small projects OR Masters or equivalent graduate degree in a related field or 2 full years of progressively higher -level graduate education leading to such a degree, or LLB or J.D., if related.
