This position is serves as the State Resource Conservationist, formulating, recommending, and Implementing policy and procedures applicable to resource conservation planning activities and various program activities, and performs an active role in developing and implementing a comprehensive soil, water, and resource conservation program for the state. This is a time-limited appointment not-to-exceed 3 years with possibility for extension for an additional 2 years upon approval.

Duties

Supervises ecological sciences staff personnel in the development and maintenance of technical standards and guides for conservation planning and ecological sciences, including agronomy, range, forestry, biology, water quality, and recreation. Directs the development and operation of an effective resource conservation planning program. Coordinates resource-related activities with State Conservation Engineer, Assistant State Conservationist-Field Operations, to ensure statewide consistency and quality assurance. Serves as consultant and advisor to the State Conservationist and other staff members in developing state policy concerning resource conservation planning, management practice implementation and vegetative phases of conservation programs. Serves as state technical leader for the Conservation Technical Assistance program. Provides leadership of program activities, making work assignments, evaluating staff performance, interviewing candidates and making selections, and determines training needs. Develops and maintains close working relations with resource conservation planning, plant sciences, environment-related agencies and other natural resource-related agencies and organizations in the state.

• This position requires field work in areas where bears and other dangerous wildlife are common. Passing a course in bear safety and firearms handling skills on an annual basis and the legal ability to carry a firearm, are required for this position.
• This position requires that the incumbent meet initial and continuing qualifications in the use of firearms as outlined in the Gun Control Act of 1968, amended by the Lautenberg Amendment of 1996.
• Position has a Confidential Financial Disclosure (Form OGE-450) requirement. If selected, you will be required to submit Form OGE-450 within 30 days of your initial appointment date, and annually thereafter.
• Certification of compliance with 18 U.S.C. 922 (g) and (n) National Rifle Association Shotgun Safety and handling certification.
• A service agreement is required for authorization of relocation expenses and allowances.
• An employment agreement may be required for a time-limited appointment.
• This position is designated for random drug testing under Departmental Regulation DR 4430-7922-2 dated April 2011. This position must complete and pass Pre-Employment Drug Testing before entrance on duty (EOD).

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. Time in grade: Current Federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade in the normal line of progression for the position being filled. (e.g. one year at the GS-12 grade level for consideration for the GS-13 grade level). Basic Education Requirement: Degree: soil conservation or related agricultural or natural resource discipline such as agronomy, soil science, forestry, agricultural education, or agricultural engineering. The study must have included 30 semester hours in a natural resource or agricultural field, including at least 12 semester hours in a combination of soils and crops or plant science. Of the 12 semester hours, a minimum of 3 semester hours must have been in soils and 3 semester hours in crops or plant science;; OR Combination of Education and Experience: At least 30 semester hours in one or more of the disciplines as shown above, including at least 12 semester hours in a combination of soils and crops or plant science, plus appropriate experience or additional education comparable to a 4 year degree. Of the 12 semester hours, a minimum of 3 semester hours must have been in soils and 3 semester hours in crops or plant science. Evaluation of Education: Education that provided specialized knowledge and skills in soil and water conservation is more valuable than education that imparted broad but general knowledge and skills. Courses in soil fertility, soil chemistry, soil genesis, plant physiology, plant science, and field crops are examples of specialized courses that contribute towards meeting the required 12 semester hours as described above. Courses in the physical sciences or engineering such as geology, civil engineering, and hydrology also meet the soils, crops, or plant science course requirements where such courses included a complete introduction to the physical, chemical, and biological properties of soils. Evaluation of Experience: Experience that included the application of techniques, principles, and methods from a variety of agricultural and natural resource fields is appropriate, given the interdisciplinary character of the soil conservation occupation. For example, experience gained in a specialized field such as soil science, forestry, or agronomy is as fully acceptable as experience directly obtained in soil conservation work. In addition to meeting one of the Basic Requirements listed above, applicants must meet the following Minimum Qualifications Requirement in order to be considered: Specialized Experience: To qualify for the GS-13 grade level, you must possess at least one year of specialized experience equivalent to the Federal GS-12 level or higher, or comparable experience not gained through federal service. Specialized experience is defined as experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and is typically in or related to the work of the position to be filled. Examples of specialized experience include: Developing, implementing and managing natural resource conservation programs; Leading resource conservation planning activities; Evaluating staff performance and work assignments; and Working as a liaison with individuals, groups, federal, state or local government.
