The Health System Specialist utilizes specialized knowledge of the fundamentals of healthcare management and serves as a management representative of the Executive Leadership Team (ELT). The individual participates in the stewardship and responsibility for operations of the organization as a whole, executing the Director's vision for the framework of healthcare delivery, and direction of services and programs across the enterprise.
Duties
Major duties include but are not limited to:
The HSS to the Deputy Executive Director works with the Fiscal and Business Departments to help guide the strategic operations of the healthcare system.
The HSS to the Assistant Director works with the administrative and clinical support sections to help ensure organizational operations operate efficiently.
Develops a thorough, administrative, and strategic operational initiatives of the organization that enables the specialist to identify problems, analyze data, and recommend resolutions based on specific knowledge of the organization's objectives and priorities, resources, and catchment area.
Plans, organizes, trends, and reviews requests for resources within their assigned executive's chain of command and makes recommendations, based upon the relative needs while considering their ability to utilize the resources requested.
Reviews policies and procedures that are in conformance with the overall philosophy of the Veterans Health Administration (VHA) related to all aspects of healthcare programs.
Reviews medical center budget initiatives, subsequent justifications, and defends for the clinical or administrative service/program to the Executive Director as needed.
Coordinates and participates in strategic planning throughout the healthcare system and with subordinate services and programs within their ELT members chain and scope of command, to produce decisions and actions that shape and guide the organization's purpose and activities, particularly with regard to the future.
Reviews audits and evaluations which are conducted at the facility.
Serves as the primary liaison as assigned on behalf of all elements of the healthcare system between the VISN and headquarters.
Participates and leads fact-finding and administrative board of investigations for useful, effective evidence-gathering and reliable, efficient fact-finding in a wide array of circumstances, as charged by the Executive Director.
Conducts analytical studies on particular operational processes, issue topics, or related special projects.
Leads and participates in task force or research groups to analyze problem areas and recommends adjustments to improve existing policy or procedure to achieve desired results.
Keeps abreast of current developments and trends in healthcare delivery and administration.
This position may be used to fill other Executive HSS vacancies.
Work Schedule: Monday-Friday, 8:00AM-4:30PM

Physical Requirements: No special physical demands such as above average ability, dexterity or strength are required to perform the work. Work is sedentary and the employee may sit comfortably. There may be some walking, standing, bending, carrying of light items, driving of an automobile, etc. Fieldwork may involve traveling to other facility sites of care, interviews, meetings, and sources of information.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement.
Individual Occupational Requirement: This position requires education/experience that must have been related to the work of the position for which application is made.
Undergraduate and Graduate Education: Major study-hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration (Transcripts Required).
OR,
Specialized Experience: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:
Missions, organizations, programs, and requirements of health care delivery systems
Regulations and standards of various regulatory and credentialing groups, and
Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement
OR,
Special Provision for In-service Placement: Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included:
Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements
Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned), and
Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program.
AND,
GS-13 Specialized Experience Requirement: You must have one (1) year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization.
Examples of specialized experience would typically include, but are not limited to:
Knowledge of health care service administration, continuous quality improvement; data analysis; healthcare principles, theories and practices
Planning, administration, or other key administrative support functions
Knowledge of VHA medical benefits and services and individual healthcare points of care within the healthcare system so that he/she/they can provide Veteran specific support as needed
Ability to effectively interpret agency-wide policies and procedures to determine impact on healthcare programs and to disseminate the information with supportive guidance
Ability to maintain and establish effective communications with persons both within and outside the organization, from a variety of educational levels, socio-economic and cultural backgrounds, divergent opinions, and priorities
Ability to establish and maintain effective working relationships with a wide variety of individuals to effectively gain support for medical center network and Department of Veterans Affairs programs and initiatives
Ability to identify and propose solutions to management problems where previous studies, precedents, and established management techniques are not available or are inadequate
