The position serves as the senior advisor for administration and operational matters at GCVHCS and oversees the operation, coordination, and administrative management of services and activities throughout GCVHCS. The organizational complexity mandates the crossing of accepted organizational/supervisory lines of authority.
Duties
Develops, implements, integrates leadership development programs that meet the needs of the facility's succession plan and assists in in the development of facility wide special projects.
Serves as a liaison for Associate Medical Center Director and handles communication with persons and/or groups within and outside of an organization or office, speaking for the principal on administrative issues, including professional groups, clinical and administrative staff in an effort to coordinate activities and resolve any problems.
Works directly with executive leadership, service chiefs, program managers, and Administrative Officers (AO) with their administrative concerns, providing advice based upon knowledge of clinical operations, human capital management, VHA Directives, policies, and management principles.
Works across all organizational levels and lines, and serves as an internal operations manager, process improvement coordinator, bridging issues between clinical and administrative leaders.
Ability to discuss and resolve innumerable problems, issues, and questions relative to policy, personnel actions and general healthcare operations.
Represents the executive leadership in the operational/administrative matters.
Promotes general positive contact and consultation with Strategic Business Unit (SBU) and VISN Human Resources operations, acting as liaison between SBU/HR and the Office of the Director, coordinating recruitment and hiring of Executive Leadership's direct-reports.
Applies skill in oral and written communication, such that accurate, complete, and timely information is submitted and tracked to Executive Leadership, service chiefs/program managers, and other health care system staff, when requested, for services offered by the organization.
Manages and/or prepares responses to action items, executive correspondence of health care system and/or acts as a liaison or handles the communication with persons and/or groups within and outside of the organization - including preparing Congressional and White House inquiry responses.
Performs duties directly contributing to the administrative management of the facility's health care delivery system and is responsible for performing a continuing evaluation and analysis to assess program effectiveness and to identify areas requiring additional attention.
Applies analytical and evaluative techniques to the identification, consideration, and resolution of issues or problems of a procedural or factual nature, in dealing with theory and principles of management and organization, including administrative practices and procedures common to organizations, such as those pertaining to areas of responsibility, channels of communication, delegation of authority, routing of correspondence, filing systems, and storage of files and records.
Applies skills in budget and fiscal management; developing and coordinating internal review systems to ensure that activities follow established standards; evaluating performance and recommending promotions, reassignments, demotions, etc., based upon performance evaluations; giving advice, counsel, or instruction to subordinate managers.
Interprets policies, developing and implementing local policies, defining administrative requirements, and/or providing advice to top management on related issues
Evaluates and monitors administrative activities improvements
Establishes and implements both long- and short-term plans, policies and procedures, ensuring that programs are integrated in order to provide high quality patient care with optimum utilization of facility resources.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Work Schedule: Full-Time, Monday through Friday, 8:00 AM - 4:30 PM - Subject to change based upon facility needs.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/30/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. For a GS-11 position you must have served 52 weeks at the GS-9. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service.
Individual Occupational Requirements (IOR): IORs represent the basic qualifications for a position.Applicants who meet the Individual Occupational Requirements described below are fully qualified for the specified entry grade and must also meet the specialized experience requirements. Applicants may meet this requirement with one of the below:
Undergraduate and Graduate Education: Major study -- hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. (Transcripts required)
OR
Specialized Experience: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. At this level, applicants would have obtained this experience working within a health care setting providing leadership, strategic direction, and oversight of compliance activities; ensuring a standardized and effective approach to compliance using the compliance framework, compliance and Integrity standards, processes, and resources; and experience using complex analytical problem-solving methods, principles, and theories to identify extensive program data and conduct a variety of studies and investigations. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:
Missions, organizations, programs, and requirements of health care delivery systems;
Regulations and standards of various regulatory and credentialing groups; and
Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.

Special Provision for In-service Placement: Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included:
Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements.
Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and
Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program.
In addition to meeting the above Individual Occupational Requirement (IOR) AND one (1) year specialized experience at the next lower grade level, applicants must also meet the experience relevant to this position.

Specialized Experience:

Enforces the Joint Commission (TJC) accreditation requirements.

Independently plans and carries out the assignments in conformance with accepted policies and practices.
OR
Education: Successful completion of a master's or equivalent graduate degree, successfully completed two (2) full years of progressively higher level graduate education leading to such a degree, LL.B or J.D. if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position (i.e., hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration).
OR
Combination of Specialized Experience and Education: Combinations of successfully completed graduate level education (beyond the first year) and specialized experience, as described above, to meet the total requirements. The education portion must include graduate courses that demonstrate the knowledge, skills, and abilities necessary to do to the work of this position (i.e. hospital administration, public health administration, or related fields such as course work in health care administration).
GS-11:
To qualify at the GS-11 grade, you must have one year of specialized experience equivalent to the GS-9 level or higher.
Specialized Experience:

To qualify at the GS-12 grade, you must have one year of specialized experience equivalent to the GS-11 level or higher and/or meet specialized experience.
Specialized Experience:
- Broad and thorough experience in pertinent laws, regulations, policies and precedents, accreditation standards and guidelines.
- Independently develops and manages major administrative or clinical program for the assessment and improvement of program effectiveness or the improvement of complex management processes and systems.
- Resolves major administrative problems or plans the most significant administrative management aspects of professional or scientific programs.
- Possesses the ability to plan, organize and direct teamwork, and negotiate effectively with management to accept and implement recommendations where the proposals involve substantial agency resources, require extensive changes in established procedures, or may be in conflict with existing resource allocation.
