The position is located in the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), at the Eastern Oklahoma VA Medical Center (VAMC) in the Associate Director, Operations, VTP Beneficiary Travel Department. The primary purpose of the Lead Transportation Assistant is to coordinate travel related services for all Veterans at this Medical Center including travel requests from health care facilities.
Duties
Duties:
Knowledge and skills in using a variety of software programs to produce and update documents, to edit and reformat electronic drafts and to update/revise existing databases/spreadsheets .
Prepare reports, meeting minutes and correspondence.
Utilize word processing, equipment and internal computer programs.
Prepare documentation to schedule and reserve tickets for eligible patients requiring airline transportation, E.G. Fixed wing, Life Flight or Commercial Airplane on short- and long-term notice to insure facilitation of veteran care at other facilities in a long-range setting.
Prepare all documentation to ensure balances of discharged and deceased patients are returned appropriately to the Veteran, Next of Kin, or Estates in accordance with National/ Local Policy and Directives. Composes or selects letters, based on circumstance for individuals, explaining disposition of unauthorized travel claims.
Enhance the customer experience with positive human, Telephonic and other Telecommunication interactions.
Receives invoices for payment of transportation services.
Responsible for in depth explanations of regulations and guidelines to beneficiaries for submitting any unauthorized ambulance claims to the VA Medical Center for consideration of payment.
Determining eligibility for the Travel Program, and processing requests.
Review eligibility of each Veteran before finalizing Beneficiary Travel reimbursements to determine accuracy of claim and provide accuracy of claim and provide accurate reimbursement of claim.
Determine which of several fund control points to utilize, obligating funds, maintaining manual and electronic accounting records, performing regular reconciliations, and adjusting account balances
Work Schedule: Monday - Friday (8:00 - 4:30)
Telework: ADHOC - VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This position may be authorized for telework. Telework eligibility will be discussed during the interview process.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/02/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-6. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Distributing and balancing workload among employees in accordance with established workflow or job specialization, and assure timely accomplishment of the assigned workload; Providing on the job training to new employees in accordance with established procedures; Planning, assigning, reviewing, accepting/rejecting work done by subordinates and providing initial training and remedial training when necessary; Knowledge of beneficiary travel policies and procedures; Knowledge of utilizing fund control points, funding obligations, maintaining manual and electronic accounting records, performing regular reconciliations, and adjusting account balances; Assists with the arrangement for all modes of transportation via air ambulance, commercial air, taxi, ambulance, bus, and/or contracted transport services..
