The incumbent serves as Assistant Deputy Administrator of the Child Nutrition Program (CNP) and supports the overall development, administration, and coordination of the program area. The incumbent also provides leadership to the senior management team and builds and supports partnerships within the agency.
Duties
Developing short and long-term goals and objectives consistent with enabling legislation and FNS/USDA policy.
Providing coordination and leadership through direction and guidance to staff and senior managers at Regional Offices.
Developing and issuing regulations, procedures, and instructions.
Evaluating overall program efficiency; planning, formulating, and recommending new regulations or policies.
Representing FNS and USDA in developing and maintaining relationships with key stakeholders in industry, trade, government, and advocacy groups.
Requirements

- Subject to satisfactory adjudication of background investigation and/or fingerprint check.
- Successful completion of one year probationary period, unless previously served.
- Subject to one year supervisory/managerial probationary period unless prior service is creditable. New USDA supervisors must successfully complete all components of the required training program before the end of their probationary period.

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.
Time in grade:
Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). You must include an SF-50 (you may need to submit more than one) that supports meeting this requirement with your application package.
To qualify for the GS-15 level, your resume must clearly demonstrate that you have one full year of specialized experience comparable in difficulty and responsibility to at least the GS-14 level in the federal service. Example of qualifying experience include the following types of tasks performed on a regular and recurring basis:
Applying knowledge of laws, rules, and regulations in Federal nutrition programs, with special emphasis on CNP policy and regulatory development;
Communicating information, both orally and in writing, to contacts within and outside the organization to provide advice, negotiate, and explain procedures, practices, policies, and work-related changes affecting these groups;
Evaluating program policy and operations for issues or deficiencies; recommending, justifying, developing, and implementing appropriate solutions; and
Providing direction, coordination, and leadership to staff and senior managers.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
