This position is located at the Indian Health Service, Cheyenne River Service Unit, in Eagle Butte, SD. The purpose of this position is to serve as the Director of the Clinical Services Branch and to perform diagnosis and treatment of general medical cases as a physician.

Duties
Receives and interprets the policies of the medical staff and report to the Chief Executive Officer on the performance and maintenance of quality with respect to medical staff's responsibility to provide medical care.
Participates in decisions relative to establishment of patient care programs, clinical service programs and in operational policies. Is primarily responsible for developing the work schedules of the medical staff and to staff such clinics and programs.
Is primarily responsible for appointment of the Chairman of all required medical staff committees, receives their reports and takes appropriate action on recommendations.
Develops plans with for medical audit, utilization review, infection control, tissue review, drug and blood usage, and other required activities to maintain accreditation and certification standards.
Provides expert medical care including prevention, health maintenance, early diagnosis, complex diagnosis, treatment, and follow-up services to patients and serving as a consultant to other healthcare professionals.
Qualifications

BASIC REQUIREMENT(S):
Degree: Doctor of Medicine, Doctor of Osteopathic Medicine or equivalent from a school in the United States or Canada. This degree must have been accredited by the Council on Medical Education of the American Medical Association(external link); Association of American Medical Colleges(external link); Liaison Committee on Medical Education(external link); Commission on Osteopathic College Accreditation of the American Osteopathic Association(external link), or an accrediting body recognized by the U.S. Department of Education(external link) at the time the degree was obtained.
Degree from Foreign Medical School: A Doctor of Medicine or equivalent degree from a foreign medical school must provide education and medical knowledge equivalent to accredited schools in the United States. Evidence of equivalency to accredited schools in the United States is demonstrated by permanent certification by the Educational Commission for Foreign Medical Graduates(external link), a fifth pathway certificate for Americans who completed premedical education in the United States and graduate education in a foreign country, or successful completion of the U.S. Medical Licensing Examination.
Licensure: For all grade levels and positions, applicants must possess a current, active, full, and unrestricted license or registration as a Physician from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States.
Graduate Training: Subsequent to obtaining a Doctor of Medicine or Doctor of Osteopathic Medicine degree, a candidate must have had at least 1 year of supervised experience providing direct service in a clinical setting, i.e., a 1-year internship or the first year of a residency program in a hospital or an institution accredited for such training. For purposes of this standard, graduate training programs include only those internship, residency, and fellowship programs that are approved by accrediting bodies recognized within the United States or Canada. Descriptions of such programs are described below.
An internship program involves broadly based clinical practice in which physicians acquire experience in treating a variety of medical problems under supervision (e.g., internal medicine, surgery, general practice, obstetrics-gynecology, and pediatrics). Such programs are in hospitals or other institutions accredited for internship training by a recognized body of the Accreditation Council for Graduate Medical Education (ACGME)(external link).
A residency program involves training in a specialized field of medicine in a hospital or an institution accredited for training in the specialty by a recognized body of the American Medical Association(external link), (AMA) or Accreditation Council for Graduate Medical Education (ACGME)(external link).
A fellowship program involves advanced training (beyond residency training) in a given medical specialty in either a clinical or research setting in a hospital or an institution accredited in the United States for such training.
In addition, to the Basic Requirements, you must also meet the Minimum Qualifications stated below-
MINIMUM QUALIFICATIONS:
GS-15: Your resume must demonstrate at least five (5) years of residency training in the specialty of the position to be filled or equivalent experience and training. Examples Include: Serve as advisor to plan, coordinate and evaluate all aspects of a health care delivery system; Developing and implementing guidelines, standards, policies and procedures to comply with accreditation standards; Apply technical oversight for all medically related programs and health related activities with the health center.
Selective Placement Factor (SPF): The below qualification requirement is a SPF; and is required in addition to the minimum requirements. The SPF is determined to be essential to perform the duties and responsibilities of the position. Applicants who do not meet a SPF will be ineligible for selection consideration.
Selective Placement Factor Board Certification: Board Certification has been determined to be important to perform the duties and responsibilities of this position. Board Certified in the physician's specialty by the American Board of Medical Specialties (ABMS) or the American Osteopathic Association (AOA) is a condition of employment. Or you have recently completed your Residency; thus you are Board Eligible and actively pursuing Board Certification in the Specialty to which applying.
Supervisory Abilities: This is a supervisory position and candidates, in addition to the professional qualifications listed, must have demonstrated in their work experience or training, that they possess, or have potential to develop, the qualities of successful supervision, as required for this position.
Time In Grade (Merit Promotion Candidates Only)
Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).
