The primary purpose of this position is to serve as a wing level senior program analyst, applying Air Force exercise planning experience and military datalink experience, to plan, organize, and determine necessary policies, programs, and procedures for the establishment and maintenance of certain assigned major command program(s).

Duties

Applying previous Air Force rated aircrew member, Air Battle Manager, Weapons Director experience or Joint Interface Control Officer (JICO) experience, actively participates in strategic exercise planning to improve organizational direction and focus using strategic planning tools and techniques and establishes, develops, and maintains effective work relationships. Applying previous Air Force military datalink, Air Force rated aviator, Air Battle Manager or Weapons Director experience, analyzes, develops, and evaluates detailed plans, goals, and objectives for long-range implementation of assigned major command program(s). Wing Joint Datalink Control Officer (JDCO), technical expert/advisor to wing and group commanders on operation, maintenance, and equipment configuration of the air and space Common Tactical Picture (CTP). Applying previous rated aircrew member, Air Battle Manager or Weapons Director experience, performs Intelligence Analysis, Threat-to-Air Analysis/Presentation, Blue-Air Integration, Ground Control Intercept, and Surface Air Defense Integration. Applying previous Air Force rated aircrew member, Air Battle Manager or Weapons Director experience, performs Range Training Officer (RTO) Duties.

  • Must be able to obtain and maintain a Top-Secret clearance.
  • Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program.
  • Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
  • Key Position: The duties of this position meet all requirements as a category 4 designation and shall not be vacated during a national emergency or mobilization without seriously impairing the capability (cond't)
  • (cond't) of the parent Federal Agency or office to function effectively. This position must be removed from the Ready Reserve and cannot become a member of the Ready Reserve. (IAW: DoDD 1200.7, "Screening the Ready Reserve,")
  • Completion of Contingency Wartime Planning Course (CWPC) or Joint Air Operations Planning Course (JAOPC) or have two years’ experience as a joint war planner or have two years’ experience as a joint exercise planner is highly desired.
  • Employee may be subject to psychological screening/ polygraph testing as an inherent primary requirement of their position.
  • Employee may be required to travel by military and/or commercial aircraft to conferences, meetings, exercises or other temporary duty assignments away from the primary duty location.
  • Employee must have a working knowledge of Microsoft Office products and have the ability to access/use other specialized applications on classified and unclassified networks.
  • The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays.
  • Shift work may be required which may include overtime and/or irregular hours.
  • Recall to duty may be a requirement of this position.
  • Employee may be required, on off duty time, during exercises, high states of readiness and disasters, to carry electronic devices for the purpose of being contacted and remain within a reasonable call-back radius.
  • Completion of JT-210 course (Multi-Tactical Data Link (TDL) Planner Course), JT-220 course (Multi-Tactical Data Link (TDL) Advanced Joint Interoperability Course (MAJIC)), JT-301 course (qualified Joint Interface Control Officer (JICO)) (Cond't)
  • (Cond't) or JT-310 course (Advanced JICC Operators Course (AJOC)) or have two years’ experience working in a JICC or multi-datalink manager at a theater Air Operations Center (AOC) or air base is highly desired.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Management and Program Analysis Series 0343. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes wide range of knowledge in applying and adapting qualitative and quantitative methods for the assessment and improvement of critical exercise plans and programs for participating in or conducting major operations such as mission and flight operations, tactical airlift, strategic airlift, tactical training, close air support, air interdiction, offensive counter-air, defensive counter-air, suppression of enemy air defenses, destruction of enemy air defenses, agile combat employment, rescue, deployment, mobilization, acquisition, special operations, exercise, flying training systems both manned and unmanned, contingency, or similar operations. Develops important policies and procedures that substantially affect the wing's exercise program. Expert knowledge of military command structure, missions, programs, and organizational relationships and program goals and objectives, the sequence and timing of key exercise events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events. Expert knowledge of the various command entities involved in overall planning and execution of exercise operations and evaluations. Expert knowledge of a range of Common Operational Picture (COP) and Common Tactical Picture (CTP) concepts, principles, and systems/equipment, including those that have complex technical requirements and require extensive specialized training and experience. Specialized practical and theoretical knowledge of joint services data link systems/equipment for application to difficult and complex situations and problems that have no clear precedent. Expert knowledge of analytical and evaluative methods for tactical datalink issues applying experimental theories and new developments to problems not susceptible to treatment by accepted methods. Extensive knowledge of military command structures at the tactical, operational, and strategic levels of war. Expert knowledge of methods and techniques to execute complex LMOC CTP architecture spanning the entire Major Range and Test Facility Base (MRTFB) tactical data link Area of Responsibility. Expert knowledge of methods and techniques to execute complex LMOC Live Virtual Constructive (LVC) architecture spanning the entire Major Range and Test Facility Base (MRTFB) tactical data link Area of Responsibility. Knowledge of methods and techniques to execute complex responsibilities of Combat Crew Communications for maintenance and distribution of COMSEC in support of LMOC and deployment operations. Expert knowledge of data link system applications and technical processes for the effective and efficient utilization of technology resources making decisions and/or recommendations that may significantly change important datalink policies and have a significant impact on the datalink program. Expert knowledge of how the CTP Management Cell and AOC/Control and Reporting Center (CRC) execute the Commander, Air Mobility Command (AMC/CC)'s directives and overall integration into TRANSCOM or other CCDR missions. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Expert knowledge of a wide range of qualitative and/or quantitative methods for the assessment and improvement of wing exercise program goals and objectives while conducting major flying exercises, the sequence and timing of key operational events and milestones, the methods of evaluating the effectiveness of planning actions related to actual events; and the relationship of the various command entities involved in overall planning and execution of military exercises. Expert knowledge of the application of Air Force military rated aviator (e.g., pilot, navigator), Air Battle Manager, Weapons Director, or military datalink expertise as it applies to assigned programs and assigned weapons systems. Expert knowledge of applicable concepts, principles, and practices of specific systems/equipment for tactical datalink operations to include Link-16, SADL, JREAP-A, and JREAP-C. Knowledge of the mission, roles, functions, organizational structures and operations of Coalition, Joint and Air Force data link-capable weapon systems to provide guidance for joint interface control operations. Expert knowledge of UHF/VHF and SATCOM voice communications systems, military aviation terminology and the skill to apply both to effectively communicate tactical information over voice radio systems with airborne aircraft. Ability to perform duties of a Range Training Officer (RTO) as outlined in AFMAN 11-212. Knowledge of and ability to utilize mission debriefing systems such as, but not including, Individual Combat Aircrew Debriefing System (ICADS), Integrated Tactics Assessment System (ITAS) and Personal Computer Debriefing System (PCDS). Skill and ability to communicate effectively, both written and verbal, with a diverse group of individuals, using a high degree of tact and diplomacy; negotiate complex issues; develop and maintain effective working relationships. Skill in providing technical advice in the form of oral and written briefings, reports, and recommendations to senior leadership and technicians. Ability to plan, organize, and lead others in studies or projects and to negotiate effectively with management to accept and implement recommendations, where proposals involve substantial resources and direct functions of an organization and associate organizations and reprioritize work to meet changing deadlines. Ability to develop and conduct training to ensure proper operation of data link systems/equipment; and communicate well, both orally and in writing. Ability to analyze, develop, and prioritize mission requirements in real-time work environment remaining calm under conditions that can be stressful and rapidly changing; and ability to plan, organize work, and meet strict deadlines. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
