THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for a WG-6912-07 MATERIALS EXAMINER AND IDENTIFIER (TITLE 5), Position Description Number T5222000 in SPMD 162B and is part of the MO United States Property and Fiscal Office, Material Management Branch. APPOINTMENT FACTORS: This is an Indefinite Title 5 Excepted Service position. This is a bargaining position. SEE NOTES UNDER CONDITIONS OF EMPLOYMENT BELOW.

Duties

Identifies, receives, sorts, counts, classifies and handles hazardous materials in the USPFO storage areas. Performs or initiates required testing e.g. radioactive surveys/wipe tests, prepares sample for submission to environmental laboratories for analysis. Receives or rejects materiel, equipment, including non-standard equipment, and complex assemblies for the facility based on knowledge of products, equipment, and procedures. Schedules the receipt of property and assures that the property is identified to include identification of all contaminants. Rejects property not meeting turn-in requirements and assists the turn-in activity to correct any rejections and determines the nature and degree of the particular hazards involved. Determines storage requirements, arrangement of materials of materials, and space utilization. Responsible to identify, collect, process and consolidate hazardous waste in preparation for disposal. Uses computer skills to retrieve data pertaining to storage, and processing of hazardous wastes. Performs as primary custodian for any assigned equipment and/or Special Purpose Recoverable Accounts Maintenance (SPRAM). Schedules the receipt of property and assures that the property is identified to include identification of all contaminants. Handles damaged and unidentified shipments requiring repair/repacking or return to the supplier in accordance with established procedures. Uses catalog data/drawings, item specifications, or computerized data to verify/determine/classify items for turn-in, storage or distribution. Develops, or assists in the development of plans for storage and arrangement of stock. Conducts HAZMAT training for facility personnel, develops lesson plans, course materials, schedules and conducts training. Performs other duties as assigned.

Requirements

  • United States Citizenship is required.
  • Appointments of retired members of the Armed Forces as National Guard employees within 180 days of retirement requires a waiver approved by the Adjutant General of Missouri before an effective date can be established.
  • Management has the right to convert this position to permanent status without re-advertising.
  • Advanced in hire rate may be granted to set pay above the minimum rate of the grade for a new employee if he/she possesses superior qualifications relevant to the positions' requirements and is essential to accomplish the agency's mission.
  • Creditable Service for Annual Leave accrual may be granted to new employees if he/she possesses superior qualifications essential to the position; and which were acquired through performance in a non-federal or active duty uniformed service position.
  • The duties performed in a non-federal or active duty uniformed service position must directly relate to the position to which appointed and such qualifications are necessary to achieve an important agency mission or performance goal to be eligible.
  • Acceptance of an Excepted Service position constitutes concurrence with these requirements as a condition of employment.
  • Males born after 31 December 1959 must be registered for Selective Service.
  • May be required to successfully complete a probationary period.
  • Participation in direct deposit is mandatory.
  • Pre-placement or baseline physical are required for newly hired or appointed Wage Grade personnel who may be potentially exposed to health hazards in the work environment.
  • Failure to complete management prescribed courses for full-time support personnel within the first year of employment or assignment, may be cause for reassignment or termination.
  • Employment can be terminated with a 30 day notice.

Qualifications

GENERAL EXPERIENCE: Must possess experience, education, or training which demonstrates your ability to distinguish between closely related or similar items, ability to follow procedures, ability to sort materials by type, and skill in the use of hand tools. WG-07 SPECIALIZED EXPERIENCE: Must possess 12 months of specialized experience in sorting a variety of complex materials and equipment; receiving materials and equipment, recording, and placing items in proper storage areas; and preparing all items for shipment using appropriate agency instructions. This specialized experience must have also provided knowledge of specialized handling, storing, disposal, and safety procedures related to hazardous materials to ensure adherence to governing regulatory guidance, policies, and procedures; experience in mathematical equations and interpreting and using Federal Supply Catalogs, military and manufacturing catalogs, and technical and agency manuals; and using and operating forklifts and motor vehicles.

Education

This job does not have a qualification requirement that allows substitution of education for specialized experience.
