The primary purpose of this position is to exercise managerial authorities over the 350th Spectrum Warfare Wing (350 SWW) Infrastructure & Facilities Directorate, the Wing Facilities Managers & Futures Facilities Planner, and assigned contractor personnel.
Duties
Plans, organizes, and directs the activities of the 350 SWW Infrastructure and Facility Operations Division, ensuring that all aspects infrastructure and facilities services complies with legal and regulatory requirements and meets customer needs.
Attends core meetings/events to advocate for 350 SWW requirements and implements a program that complies with regulatory requirements to manage fire safety risks, establishes facility response to emergencies, and manages other risks associated with physical security and hazardous materials and waste.
Establishes, defines, and implements requirements for the Infrastructure and Facilities Operations Division activities to ensure services and functions are in line with organizational goals and mission requirements.
Directly supervises 2 civilian, 5 contractor employees. Provides managerial direction and guidance, has direct control over the work of subordinate civilian and contractor employees.
Provides expertise, authority, and advice on all aspects of the Wings Infrastructure and Facility Operations Division functions.

- The work requires the employee to drive a motor vehicle. Must be able to obtain and maintain an appropriate valid driver's license.
- Serves "on call" and may be required to be available after duty hours when problems arise. The incumbent is subject to call seven days a week, 24 hours a day.
- This is a key position. Incumbents must be removed from their military recall status if alternatives for filling the position during an emergency are not available.
- Incumbent is required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and as necessary to meet regulatory guidance.
- Must be able to obtain and maintain a Top-Secret clearance with access to Sensitive Compartmented Information (SCI).
- This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing.

- The duties of this position meet all requirements as a category 4 designation and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal (Cond't)

- This is a Centrally Managed Position in the Administrative and Management Positions Career Field. PCS will be paid in accordance with JTR Vol. 2 and applicable Air Force Regulations.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Facility Operations Services Series 1640.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes knowledge of a comprehensive range of principles, concepts, and practices concerning facilities and equipment operations and maintenance with highly complicated technical requirements that do not have a clear precedent such as those at a specialized research and testing facility with laboratory and remote sites, e.g., blast range and fire pit, with varied functions requiring different operational procedures to inspect facilities, evaluate use patterns, and identify maintenance or restoration requirements; and analyze facility and equipment requirements against technical program facility needs. Knowledge of federal budgeting principles, concepts, and practices to prepare budget requirements submissions for operation, maintenance, repair, new construction, alteration projects, replacement of equipment, supplies, or increase in services. Knowledge of chemical waste management and other hazardous materials (including the handling, use, storage, and disposal of these by Medical Treatment Facility personnel) sufficient to advise on, train, and enforce DOD, AF, Federal, state, and local regulations as they apply to government facilities. Knowledge of fire protection and electrical codes and standards, fire protection concepts, containment and smoke removal, automatic sprinkler systems, water supply sources, fire evacuation, and shelter operations. Knowledge of a variety of federal logistics concepts, principles, practices, procedures, and regulations applicable to logistics management including the organization and functions of activities involved in providing logistical support and equipment management, warehousing, and logistics. Knowledge of safety and security practices for government facilities organizations.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of a comprehensive range of principles, directives, concepts, and practices concerning complex technical requirements, operating capabilities, and maintenance needs of facilities, equipment and civilian personnel management and administration.
Knowledge of safety and security regulations, practices for government facilities and research laboratory facilities.
Knowledge of a variety of federal logistics concepts, principles, practices, procedures, and regulations applicable to logistics management including the organization and functions of activities involved in providing logistical support.
Ability to plan, organize, and direct the functions and staff of a small to medium sized organization.
Ability to network, establish and maintain effective working relationships with diverse groups with varying needs.
Skill in reading and interpreting paper- or computer-based engineering drawings and schematic diagrams to determine deficiencies and prepare complete documentation for new construction or repair and alteration projects.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
