THESE ARE NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITIONS.
These National Guard positions are for a GS-0201-09 HUMAN RESOURCES SPECIALIST (MILITARY) (TITLE 5), Position Description Number T5900400 in FAC 45B100 and are part of the MO 131st Bomb Wing.
APPOINTMENT FACTORS: These positions are Title 5 Temporary vacancies NTE one year in the Excepted Service. These are non-bargaining positions. SEE NOTES UNDER CONDITIONS OF EMPLOYMENT BELOW.
Duties
Serves as advisor to commanders on assigned unit human resources (HR) programs.
Interprets policy and provides procedural guidance to commanders, supervisors, and staff members.
Analyzes data and subsequent determinations regarding any number of human resources matters that may involve or affect AGRs, drill status guardsmen, and/or family members.
Conducts periodic briefings for staff, commanders, and administrative personnel to promote a full understanding of all aspects of the assigned program(s).
Plans, directs, controls and provides advisory services on all aspects of the Career Enhancement program for both Active Guard Reserve (AGR), unit drill status guardsmen, full time National Guard employees and potential members.
Performs duties with the responsibility/accountability for assigned program accomplishment personally and through subordinate full time employees and/or drill status guardsmen.
Manages and provides guidance and technical expertise of various special programs to include Deserving Airman Promotion Program, Reserve Officers Personnel Management Program, Exceptional Promotion Program, and Extensions/Reenlistment Program.
Develops procedures and establishes policy for building, updating, auditing, and accountability of and disposition of automated and manual records.
Monitors and provides technical guidance to workers performing counseling regarding the Servicemen Group Life Insurance (SGLI) benefits.
Responsible for oversight, verification, authorization of identification (ID) cards for all branch service members, retired members, and enrollment of eligible family members in Defense Enrollment Eligibility Reporting System (DEERS).
Administers the Casualty Service Program and serves as technical advisor, and as the Casualty Assistance Representative (CAR).
Develops internal policies and procedures governing administration of the following programs: reassignments (voluntary/involuntary), separations (voluntary/involuntary), unsatisfactory participation, retirements, conditional releases.
Develops internal policies and procedures governing administration and advise commanders’ on stop-loss, activation periods, and demobilization, and inter- and intra-service transfers.
Develops internal policies and procedures governing administration of Personnel Employment programs to include inbound assignment for officer and airmen personnel
Develops internal policies and procedures governing administration of Personnel Employment programs such as certification of military qualifications and assignment eligibility; and in-processing of personnel.
Maintains all human resources data systems requirements and provides required reporting to Crisis Action Team (CAT)-PRC.
Develops, prepares, analyzes, and coordinates with wing plans office on unit deployments and wartime tasking and Contingency Operations Plans (CONOPS).
Develops appropriate annexes to wing contingency plans, mobilization plans (MOPLANS), continental United States (CONUS) base use plans, and ability to operate and survive plans.
Processes interface with MANPER-B to validate duty and generate Automated Schedule of Events (AMSOE) products in accordance with the established procedures and time frames.
Performs other duties as assigned.
Requirements
- Under a temporary appointment, employment is subject to termination at any time.
- These positiosn can be filled up to four years as long as funds are available to support it.
- In the event a permanent (Tenure 1 or 2) employee is selected, and is willing to accept the temporary appointment, that employee will relinquish permanent status.
- Creditable Service for Annual Leave accrual may be granted to new employees if he/she possesses superior qualifications essential to the position; and which were acquired through performance in a non-federal or active duty uniformed service position.
- The duties performed in a non-federal or active duty uniformed service position must directly relate to the position to which appointed and such qualifications are necessary to achieve an important agency mission or performance goal to be eligible.
- United States Citizenship is required.
- Federal employment suitability as determined by a background investigation.
- Males born after 31 December 1959 must be registered for Selective Service.
- Participation in direct deposit is mandatory.
- Appointments of retired members of the Armed Forces as National Guard employees within 180 days of retirement requires a waiver approved by the Adjutant General of Missouri before an effective date can be established.
- Advanced in hire rate may be granted to set pay above the minimum rate of the grade for a new employee if he/she possesses superior qualifications relevant to the positions' requirements and is essential to accomplish the agency's mission.
Qualifications
GENERAL EXPERIENCE: Must possess experiences gained through civilian and/or military technical training schools within the human resources business programs; and a validated understanding of the basic principles and concepts of the occupational series and grade. Must also possess skill in collecting and analyzing data effectively, efficiently, and accurately; ability to clearly enunciate English without impediment of speech that would interfere or prohibit efficient communication; ability to write English in reports and presentation formats; ability to communicate clearly and effectively; skill in presenting formal training presentations and briefings; ability to assess body language and perceive emotional and/or distress levels; and, skill in applying procedures and directives by reading and interpreting program material.
GS-09 SPECIALIZED EXPERIENCE: Must possess one year of specialized experience equivalent to at least the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector that demonstrates a thorough knowledge of and skill in applying fundamental human resource management principles and practices; and providing technical expertise and guidance as well as management advisory services to resolve factual and procedural issues within a particular area of assignment using analytical and evaluative methods and techniques. The specialized experience must demonstrate knowledge of the organizational structure and requirements to provide advice to commanders, unit administrators, and military members; and ability to communicate effectively both orally and in writing, with individuals, supervisors and management.
Education
A high school diploma or general education development (GED) diploma is required. An undergraduate degree from an accredited college/university is desired. A graduate degree from an accredited civilian academic college or from an equivalent professional military education school is optimum.
