THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This position is for a GS-0346-11 LOGISTICS MANAGEMENT SPECIALIST (TITLE 32), PD #D2058000 and is part of the MO 70th Troop Command. APPOINTMENT FACTORS: This is an Indefinite/Permanent (may retain current tenure if on-board) Excepted Service positions. This is a non-bargaining position. SEE NOTES UNDER CONDITIONS OF EMPLOYMENT BELOW. This position is also advertised on AGR Announcement #A23-140.

Duties

Develops, implements and evaluates the logistics and property accountability plans and policies for the organization. Serves as the subject matter expert for the command in the area of logistics. Provide oversight to property book operations. Analyzes and coordinates information and requirements with other command levels/sections in the area of supply and equipment readiness for the organizational readiness report. Reviews, analyzes, and develops plans to optimize the impact of future authorization documents and/or force structure changes and the impact on organizational readiness. Plans and coordinates the establishment and operation of the Administrative and Logistics Operations Center (ALOC). Develops and coordinates the execution of the command supply discipline program, command maintenance discipline program, and other directed command inspection programs. Plans and coordinates periodic inspections, inventories and change of hand receipt accounts to assure supplies are serviceable, properly stored, maintained and accounted for as required by regulatory authority. Directs the establishment of hand receipt files for each element, whether separate or organic to the organization, and maintains accountability by the use of hand receipt listings. Determines shortages of authorized non-expendable equipment and directs authorized substitutes in accordance with appropriate regulations and directives. Establishes administrative procedures and oversees the flow of subordinate/command documents and reports through the Property Book Office to assure complete, accurate, and timely submission of data. Review and analyze listings and reports produced by the automated system, resolves problems on error listings, and provides guidance to personnel assigned to the Property Book Section and subordinate organizations. Provides technical guidance and assistance to all organizational logistic personnel pertaining to logistics and property management. Establishes performance standards and evaluates subordinates’ performance. Acts on behalf of the commander when attending logistical conferences, meetings, or other forums in which information must be provided or decisions are required. Performs other duties as assigned.

Requirements

  • If selected individual is in a Permanent status (Tenure 1 or 2) with the Missouri Army National Guard, that individual will retain their Permanent status.
  • If selected individual is in an Indefinite status (Tenure 3) with the Missouri Army National Guard, that individual will retain their Indefinite status.
  • Management has the right to convert this position to permanent status without re-advertising.
  • Indefinite employment can be terminated with a 30 day notice.

Qualifications

MILITARY REQUIREMENTS:Compatible military grade and assignment required prior to the effective date of placement. This is an Excepted Service position that requires membership in a compatible military assignment in the employing state's National Guard. Applicants who are not currently a member of the National Guard must be eligible for immediate membership. Selected candidate will be required to be in a compatible military assignment prior to effective date of placement. Selected candidate must be MOS qualified within 12 months from date of appointment. Minimum Military Grade - CPT (O-3) Officer - Branch 90A Supervisor must verify that selected individual occupies a compatible military position. Title 32 National Guard employees will not be militarily senior to their full-time supervisor or wage leader (grade inversion). GENERAL EXPERIENCE: Must possess experience, training, and/or education that demonstrates judgment and/or analytical ability, and experience using computer and automated systems. GS-11 SPECIALIZED EXPERIENCE: Must have 36 months of specialized experience that demonstrates a comprehensive knowledge and ability to implement logistics policy programs and procedures, utilizing automated/non-automated systems for the accurate control of logistical planning in support of unit tasked contingency operations; experience in planning, organizing and implementing unit logistics plans and operations; and apply technical expertise with computerized logistics information systems to support deployment operations and exercises. Must currently possess or able to maintain a SECRET security clearance. Must have successfully completed a minimum of 18 months command time.

This job does not have a qualification requirement that allows substitution of education for specialized experience.
