The Saginaw VA Medical Center is recruiting for a Budget Analyst GS-9/11 for the Finance department. The purpose of this position is to perform work by applying budget analysis theory, concepts, methods and procedures connected with the budget formulation, and execution of VA's particular programs, systems, procedures, functions, and structure of the organization supported organizational component/facility.
Duties
Duties include, but are not limited to:
Conducts limited studies and analyses to develop required data and information for reporting purposes.
Prepares administrative reports.
Prepares documents needed to process budget estimates.
Writes reports that detail the purposes for which funds were obligated and expended.
Reviews, edits, and consolidates annual budget estimates for assigned organizations and programs into a single budget request.
Performs analyses of budget requests, prepares justification statements, and compiles data to be used for forecasting obligations.
Reviews, edits, and consolidates annual and multi-year budget estimates for assigned organizations and programs into a single budget request.
Prepares or edits narrative justifications and projected funding needs, and ensures that data in requests are formally and accurately documented in a wide variety of unrelated forms, schedules, and reports.
Analyzes forecasts for customers such as the agency and the public their demands for services; and for changes in nature, type, and cost of services produced.
Monitors the execution of a budget with many different sources and types of funding such as direct multi-year appropriations, allotments from many different appropriations, transfers of funds from other agencies, reimbursements for services performed, revenue from working capital funds, and trust accounts.
Identifies and analyzes trends in the receipt, obligation, orexpenditure of funds to ensure that objectives of the annual financial plan are being met on a timely basis, and that funds are available and being properly and effectively used to support program objectives.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Work Schedule: Monday - Friday; 7:00-3:30 PM or 7:30-4:00 PM or 8:00-4:30 PM

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/03/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

GS-09:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Budget administration and analysis. Preparing, justifying, reporting on, and executing the budget; and the relationships among program, budget, accounting, and reporting systems. Conducting limited analyses to develop required data and information for reporting purposes. Drafting brief factual administrative reports. Performing preliminary analyses of budget requests, and compiling data to be used for forecasting obligations. Identifying and analyzing trends in the receipt, obligation, or expenditure of funds.. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a master's or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree, or an LL.B. or J.D. in a related field that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond 2 full years of progressively higher education leading to such a degree in a related field.
GS-11
You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Budget and finance regulations, procedures and processes for budget formulation. Compiling, correlating, and consolidating individual estimates for such items as personnel salaries and expenses, travel, and minor building maintenance. Applying commonly used budget and finance principles, practices, and methods of budget execution. Analyzing and evaluating changes in program plans and funding, and their effect on financial and budget program milestones. Analyzing financial and budgetary relationships to detect errors or inconsistencies in budget requests. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a Ph.D, or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree, or an LL.M in a related field that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond 3 full years of progressively higher education leading to such a degree in a related field.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: Work is sedentary. Most tasks are performed while seated at a desk or table, although occasional walking and standing are required in visiting other offices, or in going to and from meetings and conferences.
