The VA Long Beach Health Care System Medical Center's Health Administration Service is recruiting for one (1) Supervisory Transportation Assistant. The purpose of this position is to provide support for the Veteran Transportation Program (VTP) and reports directly to the Mobility Manager. This position will be the general Supervisor of the Veterans Transportation Service (VTS), Motor Vehicle Operators and Transportation Assistants.

Duties

Duties include but are not limited to; Independently plan, direct, and manage the Medical Center's Veterans Transportation Service (VTS) program. Develop, adapt, and implement policies and plans to support the mission of the VTP. Promote the enhancement and facilitation of access to transportation services, including the integration and coordination of services. Analyze, develop, plan, and advise on VTS passenger movement policies and programs. Cultivate partnerships and multi-agency coordinated transportation activities. Provide daily supervision and guidance. Perform the administrative and personnel management functions relative to staff support. Establish guidelines and performance expectations for staff, which are clearly articulated and measurable through the formal employee performance management system. Communicate and interact with patients in a manner which is appropriate to cognitive, emotional, and chronological maturation needs of the adult and/or geriatric patient. Meet the needs of customers while supporting the Medical Center and Service missions. Consistently communicate and treat customers (patients, visitors, volunteers, and all Medical Center staff) in a courteous, tactful, and respectful manner. Establish criteria to measure and/or predict the attainment of program or organizational goals and objectives. Other duties as assigned. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/08/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-08 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Developing, adopting, and implementing policies for a transportation service; planning work to be accomplished by subordinates; setting and adjusting short-term priorities; preparing schedules for completion of work; directing a transportation program; overseeing the operation and maintenance of motor vehicles; developing long and short-range goals and objectives; and applying knowledge of regulations governing a wide variety of travel to make arrangements, provide advice or perform other work; meeting and working effectively with a wide variety of staff; and preparing and producing written instructions and a variety of correspondence. You will be rated on the following Competencies for this position: Administration and ManagementCustomer Service (Clerical/Technical)Performance ManagementProject Management Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required. There may be some walking; standing; bending; and carrying of light items such as papers, books, or small parts. Incumbent may be susceptible to eyestrain from working long hours on the computer.
