As a Technology Center Quality Assurance Specialist (TQAS), you will be responsible for providing quality improvement to the patents application and review process through proactive, collaborative, and hands-on quality analysis, planning, servicing and processing that are important in our agency's mission patents and trademarks.

Duties

This role is the ideal next career step for you if: You want to play a key role in identifying and conducting in-process reviews and surveys of applications on the quality of examination and complete a thorough analysis of the skill level and patent training needs for Continuous Quality Improvement (CQI). This also includes recommending CQI initiatives to TC management and establishing, coordinating and providing leadership to TC-wide CQI efforts. You are a leader who is skilled in evaluating the quality of the work produced in the Technology Center (TC) 3700. Serves as technical expert and resource for practices and procedures within the TC as well as a liaison to other Patent & Trademark Office areas as related to quality issues. Provides and oversees training of TC personnel. This role is the ideal next career step for you if: You have proficiency analyzing in-process reviews and other data for quality-related trends and plans. Reviews, researches and keeps abreast of changes in law and procedures. Manages and monitors the distribution, collection, quality, and timeliness of all Special Law cases. You have comprehensive knowledge in evaluating patent applications and international applications having issues which have arisen by way of petition to the Commissioner. You are well versed in preparing and signing certain decisions and refer others to the appropriate official(s) for signature. Participates in appeal/pre-appeal conference and signatory review panels. The physical worksite for this position is located in Alexandria VA, Dallas TX, Detroit MI, San Jose CA, and Denver CO.

Qualifications

You must meet the United States Office of Personnel Management's (OPM) qualification requirements (including specialized experience and/or educational requirements) for the advertised position. Specialized Experienceis experience that has equipped applicants with the particular knowledge, skills and abilities to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the federal service. For this position, the next lower grade level is a GS-14. Specialized experience is defined as having experience searching and/or examining patent applications involving one or more of the following art areas: biotechnology, biomedical, pharmaceutical, materials engineering, mechanical, business methods, electrical, computer, physics or chemical technologies. Must have full signatory authority. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Education may not be substituted for specialized experience at this grade level.
