This position is located in the Washington, DC Commuting Area in the Bureau for Management, Management Services, (M/MS). Located at USAID Annex Project. Address: 500 D St SW, Washington, District of Columbia, United States, 20024, at the U.S. Agency for International Development (USAID).

Duties

Provides ongoing procedural guidance to a task force’s executive director and other task force members throughout the life cycle of a task force; conduct quarterly/after-action (AAR) reviews. Develops stand-down plans, target deactivation date for each task force and manage audits and evaluations regarding Agency task forces. Works with a task force’s executive director and other task force members to formulate task force objectives and processes and logistical requirements. Coordinates USAID and, as applicable, interagency logistics, staffing and communications needs when the Administrator activates a task force; works with relevant B/IOs to activate/deactivate task force. Provides relevant budget and staffing models and liaises with B/IOs, as appropriate, on budget and other resource requirements. Liaises with B/IOs as well as with internal and external entities on logistics (space/location, equipment, information technology, templates, and staff roles, such as position descriptions and scope of work) needs. Provides agency managers with objectively based information for making decisions on the administrative and programmatic aspects of Agency operation and management of task forces for crisis response. Develops and coordinates training for Agency staff on the use of and service on task forces for crisis response; establishes a cadre of subject-matter experts that can be called upon on short notice to assist task forces.

Requirements

  • If you have no prior Federal experience or are selected under Delegated Examining procedures, you will be required to serve a one-year probationary period.

  • These are Testing Designated Positions (TDP's) under the Agency's approved Drug-Free Work Place Program. All applicants selected for this position will be subject to random drug testing once they begin working for the Agency.

Qualifications

Specialized Experience: GS-14: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. One year of specialized experience refers to full-time work; we consider a part-time job on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position includes: a) experience supporting and/or working on a range of emergency management issues in support of operational readiness initiatives b) researching Agency-wide program and policy issues to support the decision-making for the head of an organization; and c) performing work that directly contributed towards meeting the requirements of operational readiness and Agency-wide responses to emergency/crisis events. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience relevant to the position's duties to be filled, including volunteer experience. CTAP/ICTAP candidates will be referred to the selecting official if they are found well qualified. Well-qualified means an eligible applicant with the knowledge, skills, and abilities that clearly exceed the position's minimum requirements. In addition, a well-qualified employee must meet the qualification and eligibility requirements of the position, including any medical qualifications, suitability, and minimum education and experience requirements, meet all selective factors (where applicable); meet quality ranking factors and are assigned to the Silver Category or higher Category; be physically qualified with reasonable accommodation to perform the essential duties of the position; meet any special qualifying U.S. OPM-approved conditions; AND be able to satisfactorily perform the duties of the position upon entry without additional training. A well-qualified candidate will not necessarily meet the definition of highly or best qualified when evaluated against other candidates who apply for a particular position. Therefore, selecting officials will document the job-related reason(s) for qualification determinations without selective and quality ranking factors.
