This position is in the Ronald Reagan Building and International Trade Center, 1300 Pennsylvania Ave., NW., Washington, DC, in the Bureau for Asia(ASIA), Program Office(PO), at the U.S. Agency for International Development (USAID).
Duties
Serves as an authoritative source of consultation for other program managers and program specialists on strategic planning for international cooperation aims.
Resolves issues and provides advice on matters where policies or decisions covering major areas of uncertainty in approach or methodology are required and where new techniques or information must be developed.
Provides guidance and technical advice to lower-grade employees and specialists within the organization in the performance of related assignments and is available to those employees for consultation on assigned projects.
Can provide expert guidance through TDYs to field missions, including presentations of workshops on monitoring and evaluation.
Provides expert analysis on strategic planning, design, and performance monitoring and management that encompass programmatic milestones, schedules, and budgetary resource planning and execution to support mission capacity.
Provides interpretations of reports and data-that point out trends and identify deviations from standards and/or plans, and project data into the future.
Consults with management and planning personnel in preparing requirements and criteria for the complex program of building Agency capacity for strategic planning and
or programming.
Plans and conducts complex analyses that result in new guidelines and have profound effect on program or mission methods and techniques to address novel or obscure problems for which guidelines or precedents are not substantially applicable.
Reviews, advises on, and conducts complex analyses, evaluations, or performance monitoring systems in support of organizational programs, systems, and processes.
Recommendations may pertain to complex, interrelated issues or conflicting goals and objectives. Recommendations impact long-range implementation and administration of agency programs.
Devises and develops detailed plans, goals, and objectives for the long-range implementation of major agency programs in building Agency capacity for planning, monitoring, and evaluation.
Oversees the execution of USAID programs that carry out this broad scope and mission.
Requirements

- Relevant experience (see Qualifications below).
- Must be able to obtain and maintain a Secret clearance.
- Time in grade must be met by the closing date of the vacancy announcement.
- Males born after 12/31/1959 must be registered with the Selective Service.

Qualifications
Specialized Experience:
GS-14: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. One year of specialized experience refers to full-time work; we consider a part-time job on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position includes; a) Advises senior management with regard to positions on and responses to Interagency, Agency Leadership and Congressional/Oversight concerns; b) conducts analysis, and prepares reports and/or written analyses regarding USAID policies and positions on difficult or complex matters; c) develops agency-wide programs, plans, procedures, and methodologies for use in developing strategies; d) and analyzes program performance for Missions and the Asia region, including developing and maintaining program performance monitoring systems.
