About the Position: This position is with the Defense Health Agency. It is located at the Guthrie Army Health Clinic located at Fort Drum, New York. The primary purpose is to perform float to varying assigned clinics performing patient care when needed and directed to support the healthcare team in maintaining efficient, effective, safe and compliant environments in the delivery of health care operations. This is a Direct Hire Solicitation.

Duties

Perform all required practical nurse duties, floating to a varying assigned clinics. Perform patient screening and proactive scrubbing of patient’s charts. Collect and document key elements of patient history, orders labs/radiographs/medications/consults on behalf of the Patient Care Management (PCM). Assist the PCM with all phases of the patient encounter to include scribing assessments, provides discharge education to the patient summarizing the comprehensive plan of care, ensuring the patient understands and agrees with plan. Collect data and report signs and symptoms of deviation from normal health status. Apply pharmacology, EKG functions, insertion techniques, universal precautions, principles of infection control, and psychosocial skills; use of monitors and equipment; observe and identify the patient's physical and emotional problems. Has basic knowledge and understanding of the application of clinical practice guidelines.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • A favorable National Agency Check with Inquiries (NACI) may be required for this position.
  • This position has specific initial background investigation and periodic re-verification requirements since its duties require interaction with children and youth under the age of 18 years of age on a recurring basis.
  • This position is a Testing Designated Position subject to pre-employment screening and random drug testing. Selectees will be required to consent to participation in random drug urinalysis testing.
  • This position requires the incumbent must possess and maintain current LPN licensure in a state, territory, or the District of Columbia.
  • This position has a mandatory seasonal influenza vaccination requirement and is therefore subject to annual seasonal influenza vaccinations.
  • Immunization screening is required. Hepatitis B immunization is required for all positions with direct patient contact. Applicants may be required to show proof of other immunizations depending on the type of position.
  • Must be able to obtain and maintain current Basic Life Support (BLS) certification through the American Red Cross. Advanced certification (e.g., ALS) does not supersede BLS.
  • This position has a Temporary Duty (TDY) or business travel requirement of 5% of the time.

Basic Requirement for a Practical Nurse: Licensure: A current license to practice as a practical/vocational nurse in a State or territory of the United States or District of Columbia OR must have applied for a license to practice. Applications of candidates possessing a license must be accompanied by a certified or photostatic copy of the license. Non-licensed candidates who have completed their training may be appointed subject to obtaining the required license during the probationary period. Those not licensed must furnish the date on which they applied for a license and the jurisdiction involved. No person appointed pending licensure may be retained beyond the probationary period if licensure has not been attained. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Basic Requirements for the GS-03 level:: Applicants who meet the licensure requirement are considered fully qualified for GS-03. Basic Requirements for the GS-04 level: Experience: Six months of nursing experience in a hospital, outpatient clinic, nursing home, or other supervised medical, nursing, or patient care facility that provided a practical knowledge of human body structure and sterile techniques and procedures, performing such duties as measuring patient's vital signs and screening or updating patient medical records. This definition of nursing experience is typical of work performed at the next lower grade/level position in the federal service (GS-03). OR Education/Training: Successful completion of a program in practical nursing of at least 9 months' duration combined with one year of nursing assistant experience; OR successful completion of a two-year degree program in an accredited community college, junior college, or college or university in practical nursing. Basic Requirements for the GS-05 level: Experience: One year of nursing experience in a hospital, outpatient clinic, nursing home, or other supervised medical, nursing, or patient care facility that provided a practical knowledge of human body structure and sterile techniques and procedures, performing such duties as measuring patient's vital signs, administering immunizations or medications via various routes and screening or updating patient medical records. This definition of nursing experience is typical of work performed at the next lower grade/level position in the federal service (GS-04). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this grade level, you must meet the qualification requirement using experience alone - no substitution of education for experience is permitted. Basic Requirements for the GS-06 level: Experience: One year of nursing experience in a hospital, outpatient clinic, nursing home, or other supervised medical, nursing, or patient care facility that provided a practical knowledge of human body structure and sterile techniques and procedures, performing such duties as measuring patient's vital signs, administering immunizations or medications via various routes, screening or updating patient medical records and performing routine procedures, such as electrocardiograms (EKGs), pulmonary function tests, wound care, audiograms and vision screenings. This definition of nursing experience is typical of work performed at the next lower grade/level position in the federal service (GS-05). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this grade level, you must meet the qualification requirement using experience alone - no substitution of education for experience is permitted.
