Qualifications

Current Federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the Federal service. The time-in-grade requirement must be met within 30 days of the closing date of this announcement. This position has a positive education requirement found at OPM Instructional System Specialist Qualification Standard Instructional Systems Series 1750 (opm.gov). In addition to the minimum qualifications requirement listed below, you must meet the education or combination of education/experience listed under Basic Requirements. Basic Requirements Degree: that included or was supplemented by at least 24 semester hours appropriate to the work of the position to be filled. The course work must have included study in at least four of the following five areas: Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material. Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness. Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments. Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training. Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software. AND Minimum Requirements You qualify for this position at the GS-14 level (starting salary $132,368) if you possess the following: One full year of specialized experience equivalent to the next lower grade (GS-13) in the Federal Service.  This experience may have been gained in the federal government, a state or local government, a non-profit organization, the private sector, or as a volunteer; however, your resume must clearly describe at least one year of specialized experience.  Specialized experience for this position includes: Developing and managing emergency management adult training and education programs; AND Utilizing training delivery systems through classroom and technology-based modalities; AND Supervising a team or staff to accomplish organizational goals and objectives.
