Duties
Serves as the Installation Emergency Manager (Installation EM) at a Defense Logistics Agency (DLA) Installation.
Coordinating with all DLA Installation Tenant Emergency Management Specialists to develop standardized and interoperable installation policy, plans, programs, procedures, training and assessments;
Serves as DLA installation emergency management program subject matter expert for the installation Commander and Site Director.
Serves as senior analyst providing expert authority and technical guidance to direct the design, development, execution, and promulgation of continuity planning process for the Site Director.
Continually analyzes and evaluates established installation program practices and procedures (self-assessment) to identify and implement local improvements and recommend broader implementation (DLA-wide, etc.) where appropriate.
Duties and responsibilities significantly impact the ability of the agency to maintain readiness and complete critical missions under a variety of emergency situations and conditions;
by establishing and maintaining a comprehensive, all-hazard interoperable organization emergency management program.

Qualifications
To qualify for an Emergency Management Specialist your resume and supporting documentation must support:
Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To qualify at the GS-12 level, applicants must possess one year of specialized experience equivalent to the GS-11 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
Configure, maintain, and manage an installation/facility mass warning notification system on behalf of the agency.
Ensure policy, procedures, and resources are available for the proper total life-cycle management of the installation/facility emergency preparedness equipment and facilities including acquisition, fielding, storage and replacement functions.
Monitor and evaluate progress toward meeting installation emergency management program goals; make adjustments in objectives, work plans, schedules, and commitment of resources as required.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
