This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. You must meet specific individual eligibility requirements in accordance with VHA policy and submit your EDRP application within four months of appointment. Approval, award amount (up to $200,000) and eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after complete review of the EDRP application.

Duties

ADMINISTRATIVE; Uses knowledge of contemporary audiology practice; with a focus on resolving local operational issues at the lowest level possible. Incumbent may be assigned to develop, plan and implement projects involving advanced practices; Monitors and reports on the status and progress of work, evaluate program quality to ensure methods, deadlines and quality have been met; and makes adjustments to accomplish the workload in accordance with established priorities; Serves as a facilitator and/or negotiator in coordinating initiatives and concensus building activities among clinical team members with widely divergent backgrounds, interests, and point of view. STAFF AUDIOLOGIST: Uses a wide range of knowledge and skills in applying theories, principles, and methodologies in the autonomous, differential diagnosis of audiology dysfunctions involving conductive, sensory, neutral, sensorineural, mixed, and functional hearing disorders; Evaluates patients to determine nature, type, and severity of hearing disorders and tinnitus complaints using a full range of diagnostic tests and techniques; Develops autonomously, when indicated, coherent intervention strategies including but not limited to the use of personal and group amplification, implementation of a broad spectrum of aural rehabilitation technology in both traditional clinical and telehealth delivery protocols; Provides oversight in the selection of appropriate amplification, considers the needs and resources available for augmentation of these devices; Documents in the medical record the results of all reviews of the record, a description of the tests administered to the patient, the result of those tests, and a detailed plan for audiological intervention and the results of that intervention; Provides hearing and evaluations, assessments, selection, fitting, orientation, training, and follow up service OTHER CLINICAL AND ADMINISTRATIVE DUTIES Provides guidance on the principles and procedures of assigned project/program; Oversee project/program using the best clinical and management practices; Collects, monitors, and analyzes outcome measures and reports on program progress and outcome and Provides instruction to colleagues, other medical professionals and academic affiliates via Grand Rounds, in-service trainings, or presentations EDUCATION Provides education to patient and family regarding the nature and effects of hearing loss and balance disorders, medical and non-medical modes of remediation, and informed consent; Assists in the training and supervision of students, trainees, and fellows providing feedback on progress toward established educational goals and; Stays current with theory and practice through continuing education programs, journals, textbooks, and other literature. Qualifications

BASIC REQUIREMENTS a. Citizenship. Citizen of the United States. (Non-citizens may be appointed when it is not possible to recruit qualified citizens in accordance with chapter 3, section A, paragraph 3g, this part.) b. Education. Doctorate of Audiology (AuD) from an audiology program recognized by the Council on Academic Accreditation (CAA) of the American Speech-Language-Hearing Association (ASHA). OR Other doctoral degree in hearing science or a directly related field from an institution accredited by an accrediting institution recognized by the USDE. NOTE: Effective January 1, 2007, the Council on Academic Accreditation (CAA) in Audiology and Speech-Language Pathology of ASHA accredits only doctoral degree programs in audiology or hearing science. c. Foreign Education: To be creditable, education completed outside the U.S. must have been submitted to a private organization specializing in the interpretation of foreign educational credentials. Such education must have been deemed at least equivalent to that gained in conventional U.S. program d. Licensure. Individuals must hold a full, current, and unrestricted license to practice audiology at the doctoral level in the United States state, territory, commonwealth or District of Columbia. e. English Language Proficiency. Audiologist candidates must be proficient in spoken and written English as required by 38 U.S.C 7403(f). May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in the occupation and meet the criteria). Grade Determinations. In addition to the basic requirements for employment, the following criteria must be met when determining grades. GRADE REQUIREMENTS: Supervisory Audiologist GS-13 (a) Experience. At least two years of experience as a professional audiologist, with at least one year comparable to the next lower grade. (b) Demonstrated Knowledge, Skills, and Abilities (KSAs). In addition to the KSAs required at the full performance level, the candidate must demonstrate the KSAs listed below. Skill in conflict resolution to facilitate positive working relationships between employees, team leaders, and managers. Skill in applying evidence-based practices in a professional area. Ability to analyze organizational and operational challenges to develop and implement solutions. Ability to develop the abilities and strengths of current employees. Ability to balance responsibilities, set priorities, and delegate tasks to meet multiple deadlines. Ability to analyze data to manage workload, quality, performance, and productivity within the section. (b) Assignment. For all assignments above the full performance level, the higher-level duties must consist of significant scope, complexity, and range of variety and be performed by the incumbent at least 25% of the time. Supervisory Audiologists in this assignment serve as section chiefs. They supervise staff, plan, schedule, and assign work. Section chiefs have broad program management responsibilities for a specific program or programs that are designed to deliver specialized, complex, highly professional services, which are important program components of the facility and significantly impact the health care provided to Veterans. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of the announcement. For a GS-13 position you must have served 52 weeks at the GS-12 level. The grade may have been in any occupation, but must have been help in the Federal Service. An SF-59 that shows your time-n-grade eligibility must be submitted with application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. NOTE: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Selective Placement Factor: This position includes a Selective Placement Factor (skill, knowledge, ability or other worker characteristic basic to and essential for satisfactory performance of the job). Selective Placement Factors are a prerequisite to appointment and represent minimum requirements for a position. Applicants who do not meet them are ineligible for further consideration.
