You will serve as a FINANCIAL MANAGER of NSTC GREAT LAKES.

Duties

You will conduct studies to improve the processing and reporting of financial data. You will develop forecasting patterns to be used for program planning, capability-based budget preparation, budget execution, and managerial analysis for an organization. You will conduct studies of problems involving integrated financial management systems. You will direct a financial management program (e.g., budget formulation; review and execution; accounting, financial reporting) to promote the economy and efficiency of financial resources. You will lead a financial improvement and audit readiness (FIAR) team for an organization.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This is a Financial Management Level III certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Provides recommendations and advice to senior leadership and subordinate organizations regarding budget justifications and implementation, appropriation language, fiscal law compliance, and program execution, including the realignment of funds as needed; 2) Develops financial policies, strategies, procedures, and plans that impact the organizational mission; 3) Analyzes complex and difficult financial problems to determine Federal budgetary implications and recommending solutions; 4) Manages multiple program budgets through analysis and forecasting of the usage of funds, assuring budget projections and long-range plans are consistent with the mission of the organization; and 5) Guides work efforts of positions supervised; such as leading a team, fostering cohesiveness, managing performance, and performing various supervisory duties, including making decisions on work problems.
