This position is part of the Department of Defense Civilian Acquisition Workforce Personnel Demonstration Project. The NH-4 broadband level encompasses positions equivalent to GS-14 and GS-15.
You will serve as the Team Submarine International (TSUBI) Operations Lead in the International Program Office of the Program Executive Office, Submarines.
Duties
You will oversee operations for all Foreign Military Sales (FMS) within Team Submarine to include the development of Letters of Offer and Acceptance for the acquisition of approved systems and services.
You will work directly with the Navy International Programs Office to develop and maintain the export policy as voted upon by the Technology Transfer Security Assistance Review Board.
You will manage and approve export licenses, third party transfers, and foreign visit requests.
You will work closely with Program Offices, Partners and Allies for the day-to-day administration of Cooperative Programs.
You will oversee and attend Program Management Reviews and Executive Steering Committees with Partners and Allies.
You will work with Naval Undersea Warfare Centers, Naval Supply System, and Naval Sea Systems Command to coordinate the efforts to fulfill all contract requirements to build, deliver, and maintain FMS capabilities purchased by Partners and Allies.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the NH-3 broadband level (GS-13 equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Applying a wide range of qualitative and/or quantitative methods to analyze and evaluate information concerning management/program organizational operations. Examples of qualifying experience may include (1) international programs management experience in life-cycle Foreign Military Sales (FMS) cases including Pre-LOR, Case Development, Execution, and Case Closure; (2) strong background in using Defense Security Assistance Management System (DSAMS), Security Cooperation Information Portal (SCIP), Management Information System for International Logistics (MISIL), and Defense Integrated Financial Systems (DIFS); (3) Foreign Visit Request experience for cooperative program personnel; (4) International Traffic Arms Regulation, Export License, and Third Party Transfers experience; (5) Program Governance experience in managing Cooperative Programs.
