This position is part of the Department of Defense Civilian Acquisition Workforce Personnel Demonstration Project. The NH-4 broadband level encompasses positions equivalent to GS-14 and GS-15. You will serve as a Foreign Military Sales (FMS) Case Manager in the International Program Office (PMS 525) of the Program Executive Office, Unmanned and Small Combatants (PEO USC).

Duties

You will serve as a Foreign Military Sales (FMS) Case Manager for major defense articles/services, to include multiple shipbuilding cases. You will work alongside a substantial team of experts to manage cost, schedule, and performance to meet requirements in the Letter of Offer and Acceptance (LOA). You will lead the development of new FMS cases by collaborating with a team to identify solutions, define case scope, and establish cost while navigating FMS policy and processes. You will communicate case activities and status in a variety of written and oral forums at all levels internal and external to the organization. You will use a high-level of discernment and judgment to address a wide variety of interrelated subject matter, that can include financial, contractual, programmatic, or other program office focus areas. You will cultivate and maintain relationships with key stakeholders across internal and external organizations, to include foreign partners.

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the NH-3 broadband level (GS-13 equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Applying a wide range of qualitative and/or quantitative methods to analyze and evaluate information concerning management/program organizational operations.
