This position is located within the Clarksburg VA Medical Center, Veterans Health Administration (VHA). The person in this position serves as supervisor of the Veteran Transportation Service (VTS) motor vehicle operators & Fleet management for the Veteran Transportation Program (VTP) and reports directly to the Mobility Manager.

Duties

Uses office copier, fax machine and scanning equipment. Performs routine telecommunication duties addressing Veteran needs on Beneficiary Travel Self Service System (BTSSS) to Veterans and employees. Protects printed and electronic files containing sensitive data in accordance with the provisions of the Privacy Act of 1974, and other applicable laws, federal regulations, VA statutes and position, as well as VHA policy. Communicates with Veterans and/or family members according to VHA and HAS ethics and code of conduct. Abides by federal policy, Department of Transportation (DOT) regulations and confidentiality regulations, and exhibits professional, ethical conduct at all times. Supports patient safety standards. Sets priorities, deadlines, and adjust the flow and sequencing of work. Attends Health Administration Service (HAS) and Louis A Johnson VAMC/VISN and other stakeholder meetings as necessary. Experience with email, Teams, Microsoft word, excel, office and outlook. Thoroughly understands and has the ability to explain policies / procedures associated with Beneficiary Travel Self Service System (BTSSS) to Veterans and employees. Projects a positive, professional, ICARE attitude and appearance. Performs the high-level management of many variables, including Veteran transportation needs in their particular catchment area, unique circumstances to be addressed, i.e., rural / high rural; lack of community resources, limitation of VA service availability, regulatory requirements of DOT, CHA policy beneficiary travel regulations, etc. Knowledge of planning, coordination, and execution of business functions, resource allocation, and production. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/01/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education described below: These qualification standards are used used in conjunction with Individual Occupational Requirement (IOR) described below. Individual Occupational Requirements: Education: Undergraduate and Graduate Education: Major study -- accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position. OR, Experience: Specialized experience (for positions above GS-5) is experience that demonstrated a knowledge of the transportation function(s) of the position to be filled. Specialized Experience GS-9: Do you have at least one (1) full year of specialized experience that equipped you with the knowledge, skills, and abilities to successfully perform the duties of the Supervisory Transportation Specialist at the full performance level (GS-9), and that is typically in or related to the position to be filled? To be creditable, specialized experience must have been equivalent to at least the next lower grade level (GS-7) in the Federal service. Specialized experience is experience such as using an office copier, fax machine and scanning equipment. Performing routine telecommunication duties addressing Veteran needs on Beneficiary Travel Self Service System (BTSSS) to Veterans and employees. OR, A Master's Degree or equivalent graduate degree; two full years of progressively higher level graduate education leading to such a degree, orLL.B or J.D., if related. OR, Combination of Education and Experience: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for the grade levels specified above, and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-9 and GS-11.
