This position is located within the Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Office of Oceanic and Atmospheric Research (OAR),Climate Program Officer (CPO) with one vacancy located in Silver Spring, MD.

Duties

As an Administrative Officer, you will perform the following duties: - Serve as principle authority and administrative advisor, advising on a broad range of policies, issues, regulations, problems, and management process. Develop and implement office initiatives and strategies to ensure organizational effectiveness and efficiency. Develop policies and procedures and implement solutions to resolve complex problems. Assess the effectiveness of administrative control systems and programs. - Oversee the Records and information Management (RIM) Program to ensure compliance, efficiency, and effectiveness. Implement RIM laws, regulations and policies as a Records Officer. Develop and maintain a records system which allows for systematic retention and/or disposal of records. - Serve as advisor to managers on various personnel policies and procedures. Oversee reorganization issues and ensure sound staffing levels. Provide direction on all talent initiatives and recruitment, retention, and development strategies. Utilize Human Resources (HR) systems to track and update requests for personnel actions. - Provide administrative support for the office. Serve as the Property Accountability Officer, assisting with the maintenance, custody and management of government issued property. Establish and maintain accurate accountable property records. Serve as the Travel Card Monitor, assisting with the oversight of the travel card program. Resolve travel problems and approve travel documents for staff members.

Qualifications

Qualification requirements in the vacancy announcements are based on the U.S. Office of Personnel Management (OPM) Qualification Standards Handbook, which contains federal qualification standards. SPECIALIZED EXPERIENCE: Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. To qualify at the ZA-4 or GS-13 level: Specialized experience: Applicants must possess one full year (52 weeks) of specialized experience equivalent to the ZA-3 or GS-12 in the Federal service. Specialized experience MUST include all of the following: - Analyzing the effectiveness and efficiency of administrative or programmatic operations and identifying areas of improvements; - Conducting HR activities such as evaluating and maintaining staffing levels or identifying strategic recruitment efforts; - Executing records management activities and ensuring compliance with applicable rules and regulations; and - Providing administrative support for maintaining and tracking property or equipment.
