The Deputy Associate Chief of Staff for Research and Development (Deputy ACOS/R&D) is a position established within the Research and Development Service under the Office of the Chief of Staff (COS). Recruitment & Relocation Incentives: May be authorized for highly qualified candidates.

Duties

***THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*** Monitors the effectiveness of the interactive research program to develop procedures necessary to advance the research program in accordance with all principles, rules, and regulations. Approves research program development initiatives and collaborates with researchers, organizations, and universities to develop research projects. Analyzes, evaluates, and provides expert advice and consultation to other health scientists and physicians involved in research. Reviews regular reports generated by the Research Compliance Office (RCO) to the Research and Development Committee to assess investigators' compliance with Standard Operating Procedures. Conducts or directs special extensive studies and audits to resolve administrative problems that arise in the normal operation of a complex research program. Identifies problems and negotiates corrective action concerning programmatic issues, basic administrative processes, and financial management concerns. Develops, reviews, and/or approves policies and procedures for administration of the organization's research program. Leads efforts to obtain and maintain mandated accreditation of the Human Research Protection Program. Assists in the development of new and/or updates existing research policies and procedures bases on new or modified regulations and mandates to maintain compliance. Mentors and assists research investigators in preparing proposals that meet Research and Development Committee and Sub-committee review process requirements. Consults with Primary Investigators and serves as a resource for scientific and technical issues. Recommends training to assure competency of staff. Uses knowledge of the theories, principles, concepts, and methodologies of the health science filed that are customarily acquired through advanced education and training as a formally trained scientist from a medical and/or doctoral program. Lends supervisory support to staff working in the clinical and basic research labs to assure these areas maintain compliance with all regulations and mandates. Reviews space needs of staff working on various research projects and allocates research space to meet the needs of all investigators. Reviews major equipment requests in these areas for appropriateness, effectiveness for the entire Service, and efficiency. To qualify for this position, you must meet the following: This position includes a Selective Placement Factors (skill, knowledge, ability or other worker characteristic basic to - and essential for - satisfactory performance of the job). Selective Placement Factors are a prerequisite to appointment and represent minimum requirements for a position. Applicants who do not meet it are ineligible for further consideration. The Selective Placement Factors for this position is: Demonstrated experience in Research and Development in a medical or hospital setting, obtaining research funding, critically evaluating research proposals, and conducting research. Demonstrated experience serving on research committees that oversee regulatory, ethical, and/or administrative management of research studies. ~AND~ BASIC EDUCATIONAL REQUIREMENT: A bachelor's or higher-level degree with a major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position. This degree must be from an educational program from an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained. Transcripts required. ~AND~ MINIMUM QUALIFICATIONS GS-14: One year of specialized experience that equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of this position, and that is typically in or related to the position. To be creditable, specialized experience must have been equivalent to at least the GS-13 grade level in Federal service. Examples of specialized experience include: experience providing support to health care management officials by analyzing, evaluating, advising on and/or coordinating Research and Development program systems and operations. This experience must be detailed in your resume to receive credit. All experience listed on your resume must include the month and year start/end dates. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is a combination of sitting, walking, standing, reaching, bending, carrying of light items such as papers, books, small parts, glassware, reagents; driving automobiles; etc. The work involves some air and local travel. Travel to other parts of the country is sometimes required. The work may also involve measurements involving radioisotopes and toxic substances.
