Med Command, MT Army National Guard.

Duties

MAJOR DUTIES:1. This position is primarily for administrative medical assessments and readiness functions. May Serve as the Officer in Charge (OIC) in support of the state level Soldier Readiness Process (SRP).Provide subject matter expert, technical, administrative advisory and guidance to customers, command, contractors, National Guard Technicians Civilians, and Active Guard Reserve personnel on all aspects of the state level SRP process. Responsible to develop and establish criteria and process for the method of flow thru the various SRP stations. Focus should include having a significant impact on reduction of wait time, streamlining of processes, program effectiveness and efficiency. Establish criteria for obtaining follow up laboratory tests, X-rays and or other diagnostics based on exam type and purpose from an authorized treating provider (e.g., Periodic Health Assessment, Chapter 2 physical, Line of Duty Care). Perform soldier evaluations including physical examinations to determine if the standards of AR 40-501 are met in response to Commander requests (e.g., Fit for Duty Evaluations, specialty exams for schools and positions). Establish clear and concise communication with the referring provider as necessary. Ensure COCOM guidance criteria and waiver submission accordingly IAW AR policy document and profile temporary limitations in the member's medical record. Draft, design, and develop standard operating procedures to ensure continuity, standardization of care, administrative and reporting processes. Documents actions in relevant medical records systems (e.g., MHS Genesis, MODS, MEDCHART - eMMPS, HRR, eCase)2. Uses clinical skills and knowledge to complete comprehensive medical and physical assessments, and preventative medical services for assigned soldiers IAW with prescribed regulations, policies, and orders. Expanded treatment may be performed when the appropriate Interfacility Credentials Transfer Brief (ICTB) is in place or at lawfully arranged time period and facility. Consult and coordinate with multi-disciplinary care professionals internal and external to the organization to assist member to obtain optimal medical benefit. Performs complete exam history including records, lab and imaging evaluation and performs exams and requests through treating provider, appropriate ancillary studies and referrals as required.Administers comprehensive medical assessments, physical assessments, and preventive medical services to soldiers. Performs comprehensive physical assessments of soldiers to include full physical assessments, significant past medical and surgical history, family history, social history, recording/reviewing current medications, and immunization history. Requests, and interprets laboratory tests related to Individual Medical Readiness (IMR). Requests, evaluates, and applies the findings of radiological studies. Fitness for duty (FFD) assessments, annual, and Periodic Health Assessments (PHA), annual Health Assessments, State Level Line of Duty (LOD)determination, Medical Continuation (MEDCON), participates in Incapacitation (INCAP) medical determination board, Convalescent Leave (CONLV) for profiling purposes only, participates in Disability Evaluation System (DES) medical determination. Manages Human Immunodeficiency Virus (HIV)Program (can be designated HIV provider).3. Incumbent participates in Medical Retention Determination Point (MRDP) packet preparation, profiling, and Nonduty Related Physical Evaluation Board (NDR PEB) Narrative Summaries(NARSUM). Provide medical and clinical guidance for Military Occupational Series (MOS)Administrative Retention Review (MAR2) Boards for Soldiers who are medically retained through the medical board process but can no longer remain in their current MOS. Serve as medical representative for Incapacity Pay Boards (INCAP), supports Soldier Readiness Processes (SRP) and Case Management processes.4. May serve as investigation officer, or as a member of an assembled investigating team as the medical professional subject matter expert to assist in investigations, when fully trained. Develop findings, recommendations, and follow-on corrective actions to address congressional, legal, administrative, and other inquiries. Investigate the validity of accidents, incidents, line of duty reports to ensure the organization's risk mitigation and safety measures are met within established standards. Response to inquiries is aligned with the Freedom of Information Act (FOIA), Health Insurance Portability and Accountability Act (HIPAA), and protection of personally identifiable information standards. (PII)5. May provide limited leader responsibilities. Distributes and balances workload among employees. Gives on-the-job training to lower-graded employees. May approve emergency leave for assigned employees in extenuating circumstances. Provides input into annual performance appraisals.Performs other duties as assigned.

Requirements

  • Federal employment suitability as determined by a background investigation.

  • Must be able to obtain and maintain the appropriate Secret security clearance of the position.
  • Must be able to obtain and maintain credentialing, privileging through the National Guard's Centralized Credentialing and Privileging Preparation Board.
  • Possess a valid, unrestricted license in the US State, territory, or the District of Columbia to practice medicine, board eligible or board certified to include maintaining continuing medical education (CME) hours.
  • Privileged providers other than physicians and dentists; a designated physician will always be available for consultation and collaboration in person, telephonically, or by any other means which allows person-to-person exchange of information.
  • Physician Assistants/Nurse Practitioners must collaborate with a state licensed physician in a duty status (T32Military (to include no pay orders) or Technician /T5) when providing medical treatment (with authorized privileges).
  • This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968.
  • An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
  • Employee will be required to wear and use personal protective equipment as required and provided by the employer.
  • This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration.
  • This designation will not exceed 14calendar days per year unless otherwise approved in advance by TAG.
  • Ability to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission.
  • Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.
  • May be required to travel by car, in military and/or commercial aircraft, and by other means of transportation as appropriate to perform temporary duty assignments.
  • This is a Testing Designated Position (TDP). The employee is subject to random drug testing. Pre-employment drug testing and participation in random drug testing is a condition of employment.
  • Note: The caveat is that the States, Territories, and the District of Columbia cannot drug test until a drug free workplace policy has been established and approved by the United States Department of Health and Human Services.
  • This position has a mandatory seasonal influenza vaccination requirement and is therefore subject to annual seasonal influenza vaccinations.

Qualifications

Licensure requirement: For all grade levels and positions, applicants must possess a current, active, full, and unrestricted license or registration as a Physician Assistant from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. Basic Education/certification EXPERIENCE: All applicants must meet the following basic requirements for all grade levels: Graduation from a physician assistant educational program, accredited by the Accreditation Review Committee on Education for the Physician Assistant(external link) (ARC-PA) or its predecessors, at a college, university, or educational institution that is accredited by an accrediting body or organization recognized by the U.S. Department of Education(external link) at the time the degree was obtained. Successful completion of the National Commission on Certification of Physician Assistants(external link) (NCCPA) examination; must maintain status as a certified physician assistant, including completion of all requirements for Continuing Medical Education(external link) (CME) and re-certification. BASIC REQUIREMENT EXPERIENCE: A. Completion of Doctorate of Physician Assistant Studies, Doctorate of Science Physician Assistant (DScPA) or equivalent; or B. Completion of a PhD or equivalent doctoral degree in a related health field and completion of an accredited physician assistant educational program. Examples of related doctoral degree programs include, but are not limited to, public health; allied health field; public health education; or other related health science programs; or C. A minimum of one full year of work experience as a certified physician assistant equivalent to the GS-9 grade level and completion of an accredited physician assistant educational program as described above. Basic Requirement for GS12.A minimum of one full year of work experience as a certified physician assistant equivalent to the next lower grade level and completion of an accredited physician assistant educational program is required. Must provide copies of the above documents (Certificates, Licenses, and/or transcripts) with resume.
