This position is part of the Southwestern Power Administration. As a Public Utilities Specialist, you will be responsible for the development of power marketing policy and transmission strategy, and the development, implementation, and administration of power marketing contracts and policy.
**This is not a remote position. The selectee will be required to be physically present at the Tulsa, OK duty location.*

Qualifications
SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level in the Federal service. Specialized experience for this position is defined as:
For the GS-09 applicants must have either master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related orpossess one year of specialized experience equivalent to the GS-07 level. Specialized experience is defined as experience in at least one of the following:
Experience analyzing, developing, writing, or administering technical, legal, or contractual documents
Experience in the electric power industry

COMBINATION: You may qualify on a combination of education and experience, the total percentage of experience at the required grade level compared to the specialized experience requirement, as well as the percentage of completed education compared to the educational requirement must equal at least 100 percent. Only graduate level education in excess of the first 18 semester hours (27 quarter hours) may be combined to be considered for qualifying education.
For the GS-11 applicants must have either a Ph.D. equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree LL.M., if related orpossess one year of specialized experience equivalent to the GS-09 level. Specialized experience is defined as experience in at least one of the following:
Experience in utility industry or fundamental understanding of electric power and electric utility concepts
Experience developing, negotiating, and administering contracts for electric service, transmission services; facility additions, modifications, operation, and maintenance; or power purchases and sales
Knowledge and understanding of electric utility industry concepts, theories, structure, policies, and practices

Examples of qualifying unpaid experience may include volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

If substituting education for specialized experience you must submit proof of your qualifying education.
Failure to provide college transcripts may result in a rating of 'Ineligible'. Education must be obtained from an accredited institution recognized by the U.S. Department of Education.
