This position is located in the Department of Defense, Office of Inspector General (DoD OIG), Office of the Deputy Inspector General for Evaluations, Evaluations Support Center Directorate, Business Operations Division. Evaluations conducts assessments and evaluations of DoD programs, functions, and missions to facilitate change by promoting efficiency and enhanced program results on matters of interest to members of Congress, the Secretary of Defense, the Inspector General, and DoD Leaders.
Duties
Serves as the Deputy Director, Supervisory Program Analyst, within the Business Operations (BusOps) Division.
Assists in the supervision and leadership of a staff of evaluators and editors responsible for report review, document review, policy development, quality assurance, technical advice, performance management, and general report writing guidance.
Plans and manages the oversight of EVAL’s projects and reports. Such projects/reports are often high visibility programs relating to national security and involve other parts of the DoD and other Federal agencies.
Is responsible for strategic, operational, and business planning to meet the OIG and EVAL's, goals and objectives. Develops or participates in the development of multi-year plans to address immediate and long-range goals.
Identifies resource requirements, prepares or participates in preparation of policies and procedures and manages similar efforts that cross-EVAL organizational lines.
Oversees operating and technical planning for projects and ensures that projects comply with EVAL and OIG standards and are appropriately staffed and resourced.
Performs senior level oversight of project execution, supervising and providing technical advice to project leaders; identifies and resolves issues that may impede progress or that require higher-level intervention by DIG EVAL or OIG leadership.
Assists in the supervision of BusOps staffs' efforts for policy development and guidance that affects EVAL. Ensures all polices and guidance comply with EVAL operating procedures.
Provides instructions to employees, assigns and reviews work, monitors progress, ensuring accomplishment of established objectives and suspenses and reports to higher management on project status.
Requirements
- Must be a U.S. Citizen.
- Position has been designated as Special Sensitive. Incumbent is required to obtain and maintain a Top Secret / Sensitive Compartmented Information security clearance.
- Males born after 12-31-59 must be registered or exempt from Selective Service (see http://www.sss.gov).
- You may be required to complete a financial disclosure (OGE-450).
- Incumbent is required to submit to urinalysis to screen for illegal drug use prior to appointment and is subject to random drug testing for the duration of service with DoD OIG.
- Current DoD civilian employees are not required to submit to drug testing if moving from one Testing Designated Position (TDP) to another with no break in service, unless deemed appropriate on a case-by-case basis.
- The incumbent must adhere to the DoD Standards of Conduct.
Qualifications
Time in Grade:
For entry at the GS-15 level, status applicants must have served 52 weeks as a GS-14 or equivalent or higher grade, in the Federal Service.
Specialized Experience: For entry at the GS-15 level you must have 52 weeks of specialized experience at the next lower grade level of GS-14. Specialized experience is defined as 1) Senior level skills in managing projects to evaluate or assess coalition and U. S, interagency, combined, joint and multinational force command and control functions, policies, programs and operations, training and equipping allied national security forces, and other key areas. 2) Skilled in project planning for high visibility; complex and controversial projects while collaborating with internal and external officials to articulate unique requirements and policies and to gain acceptance and cooperation with assigned projects. 3) Ability to lead evaluators in a dynamic and changing environment to provide oversight of project/report completion, and officially reporting to other OIG Components or another DoD or federal agency. 4) Master level skills in written-communication and oversight of report production, briefings, policies and procedures for internal and external use.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience.
Qualification and time-in-grade requirements must be met by the closing date of this announcement. Applicants who have held a non-temporary General Schedule (GS) position within the last 52 weeks must meet the time-in-grade restriction.
Education
There is no substitution of education for qualifying experienceat the GS-15 grade level.
