THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This Air National Guard position is for a EMERGENCY MANAGEMENT SPECIALIST (TITLE 5), Position Description Number NGT5805P01 and is part of the TN 118th WING, Air National Guard. This vacancy is not eligible for membership to a labor organization.

Duties

As an EMERGENCY MANAGEMENT SPECIALIST GS-0089-09 (TITLE 5) you will assist in the development and coordination of plans and procedures for implementation and execution of the PRIME BEEF Emergency Management Plan (IEMP 10-2). Assist in conducting initial/recurring training for functional areas of EM. Maintain Emergency Management response equipment, training resources, and supply inventories. Collaborate with on and off-base units and agencies, on EM programs, policies, and procedures. Serve as a CBRN Response team member. Perform other duties as assigned.

Requirements

  • Positions covered by this PD must be reviewed for proper "Testing Designated Position (TDP)" coding to comply with the AF Civilian Drug Demand Reduction Program (AFI 44-107)
  • Position is required to maintain classified documents; therefore, requires a security clearance.
  • Must have successfully completed or be able to complete within six (6) months of appointment to position, the Air Force Emergency Management Course.
  • Must possess or obtain (and maintain), within six (6) months of appointment to position, hazardous materials level training certifications through International Fire Service Accreditation Congress (IFSAC)
  • or Pro Board Fire Service Professional Qualifications System Awareness, Operations, and Technician to perform containment, control, detection, and identification. Proficiency in these requirements is essential to maintaining this position.
  • May be required to be certified on and wear emergency protective equipment IAW DOD guidance.
  • This position may be designated as a key position IAW AFI 36-507. Duties of this position may be locally determined to be essential to the accomplishment of wartime/contingency operations.
  • Incumbents of key positions must be removed from their military recall status if alternative for filling of the position during an emergency are not available. Key designation should be determined locally.
  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
  • May be required to work outside normal duty hours.
  • "This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration.
  • This designation will not exceed 14 calendar days per year unless otherwise approved in advance by the TAG." ***
  • Applicant must complete a Baseline Pre-Placement Screening for General Schedule positions within 30 days of appointment.
  • Acceptance of a Federal position may terminate Tricare Reserve Select eligibility.
  • For positions requiring a security clearance (Secret or Top Secret) the applicant must possess or be able to obtain a clearance within one year of appointment.

Qualifications

GENERAL EXPERIENCE: Must have experience involving applying principles, concepts, and methods of emergency management operations sufficient to design projects having applicable precedents where well-established occupational methods, techniques, processes and precedents can be utilized. Experience utilizing knowledge of and skill in applying a comprehensive range of principles, concepts and practices relating to emergency management operations in carrying out the full scope of emergency management operations for the ANG Aviation Wing and supported units. Experience utilizing lower level knowledge of a variety of emergencies, hazards, or natural and man-made/technological (chemical, biological, radiological, nuclear, high-yield explosives) incidents; knowledge of emergency management and related directives, policies, regulations, procedures, and methods; and the collaboration and fostering of relationships between Federal, State, local governments and non-governmental organizations or the private sector, and their response mechanisms and authorities. SPECIALIZED EXPERIENCE: Must have 24 months or 1 year experience at the next lower level involving application of accepted criteria, principles, and standard methods to analyze and resolve conventional issues and problems and/or portions of broader studies covering Air National Guard emergency management, that includes a flying Wing and possibly tenant organizations, and geographically separated units. Experience influencing decisions of managers and other employees who must be able to leverage their resources with a coordinated crisis response; experience with a wide variety of agency policies, regulations, precedents and work directions but they are not always directly applicable; due to gaps in specificity considerable judgment is required to interpret, modify, and apply the guidelines to specific problems or issues.
