This position is a Administrative Officer, GS- 0341-11 working in Princeton, OR for the Malheur National Wildlife Refuge.

Duties

As a Administrative Officer your duties will include but are not limited to the following: Provides advice and counsel on a range of administrative and operational management support issues (human resources and material needs, human resources availability, administrative support matters, etc.), policies, programs, objectives, and plans. Provides substantive input and analysis for management decisions by articulating administrative management requirements. Identifies and researches problems in administrative and clerical support areas including the distribution and changes in permanent, full time, part time, and temporary employees. Recommends changes in the structuring of work to justify position classification requirements and to optimize position management of administrative and clerical support work. As the principle financial advisor, analyzes, evaluates, and manages accounting and control systems to maintain proper financial balances, distributes resources to all activities within planned limitations, and ensures that maximum benefits are obtained from resources. Directs or personally monitors and tracks, obligations and expenditures throughout the budget execution phase. Verifies that obligations and expenditures occur on a timely basis in accordance with the financial plan and regulatory controls and are within available funds. Reports variations in excess of funding limitations and recommends corrective actions. Participates in decisions concerning project revisions due to increases or decreases in funds. Recommends adjustments to planned expenditures to satisfy highest priority needs or meet unplanned emergency expenditures. Responsible for overall organizational procurement activities. Advises and assists in determining needs and acquiring equipment, supplies, materials, and repair services on the basis of necessity and availability of funds. Provides guidance and/or personally prepares procurement documents, determines appropriate sources, conducts market research, and prepares justifications as necessary.

Qualifications

Only experience and education obtained by 11/06/2023 will be considered. In order to qualify for this position, you must possess the Minimum Qualification. Minimum Qualification [GS-11] A. I possess at least one year of specialized experience equivalent to the next lower grade level (GS-09) in the Federal service. Specialized experience may include: 1) Preparing budget estimates or justifications for an organization; 2) Monitoring an organization's budget to ensure that obligations, expenditures, and requested allotments stay within approved funding limitations; 3) Leading/directing or managing the work of a support staff on financial, budgetary or administrative topics; 4) Providing administrative support to an organization (e.g., procuring needed supplies or services, initiating human resource hiring actions, payroll administration, assisting with the development of financial assistance agreements; 5) Managing the acquisition of supplies, equipment, and services for an organization in accordance with regulations and local policies; 6) Conducting financial, management or program analyses and documenting findings, issues, and recommendations. NOTE: One year of this experience is clearly documented in your resume. (OR) B. I possess a Ph.D. (or have three full years of progressively higher-level graduate education leading to a Ph.D.) in a field that provided the knowledge, skills, and abilities necessary to perform the work of this position. Such fields include finance, business administration, public administration, industrial management or other directly related fields. Three years of graduate education is considered to be the number of credit hours that your graduate school has determined to represent three academic years of full-time study. NOTE: To qualify under this option you must submit transcripts (official or unofficial) to verify your education. (OR) C. I possess a combination of qualifying specialized experience and directly related graduate level education (both as described above) that, when computed as percentages of their respective requirements, equals at least 100% when combined. Only education beyond the second graduate year (36 semesters) is creditable to meet this standard. NOTE: To qualify under this option, you must submit transcripts to verify your education and include proof of your experience in the text of your resume. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time In Grade Requirement: Applicants must meet both eligibility and qualification requirements for the position of interest by the closing date of the JOA. Specifically, i. Area of Consideration. ii. Time-in-grade (TIG) requirements as specified in 5 CFR 300, Subpart F. iii. Time after competitive appointment as specified in 5 CFR 330.502. iv. Qualification requirements outlined in OPM's Qualifications Standards for General Schedule Positions or for Federal Wage System (FWS), wage grade positions, applicants are evaluated using the OPM Job Qualification System for Trades and Labor Occupations and the job element examining method Your SF-50 will be used to confirm you meet all requirements

Education

PROOF OF EDUCATION: All applicants who are using education or a combination of education and experience to qualify must submit copies of official or unofficial transcripts which include grades, credit hours earned, major(s), grade point average or class ranking, institution name, and student name. If any required coursework is not easily recognizable on transcripts, or if you believe a portion of a particular course can be credited toward meeting an educational requirement, you must also provide a memorandum on letterhead from the institution's registrar, dean, or other appropriate official stating the percentage of the course that should be considered to meet the requirement and the equivalent number of units. Unofficial transcripts are acceptable; however, if you are selected for the position, you will be required to produce the original official transcripts.

PASS/FAIL COURSES: If more than 10 percent of your undergraduate course work (credit hours) were taken on a pass/fail basis, your claim of superior academic achievement must be based upon class standing or membership in an honor society.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
