The Eastern Colorado Health Care System is currently recruiting for one GS 12 Supervisory Social Worker for the Housing Urban Development-Veterans Affairs Supportive Housing, HUD-VASH Program.
Duties
Supervisory Social Worker-HUD-VASH duties include, but aren't limited to the following:
Provides oversight for HUD/VASH program team whose goal is to move veterans & their families out of chronic homelessness
A primary component of the program is VA case management services which are designed to improve Veteran's physical & mental health and to enhance their ability to remain stable, housed and integrated within their community.
Independently exercises initiative & independent judgment in day-to-day activities, provides supervision/ensures case management-based services are completed accurately/timely
Interacts w/ other sections at the Medical Center e.g. Regional Counsel, Business Services, Fiscal & Human Resource Management Services
Performs all Supervisory HR functions e.g. selects MSW candidates; rates performance appraisals, hears/resolve employees' complaints; monitors quality of care/staff productivity; analyzes work procedures/implements improvements, administers leave program, and adhere to EEO/HR rules & AFGE agreement
Supervises Social Work Associates, Social Workers & provide task supervision for Peer Support Specialists
Consults/guides staff; models effective social work practice skills, teaches/provides orientation for less experienced Social Workers & develops innovations for practice interventions &adheres to NASW Code of Ethics
Provides clinical supervision for subordinate staff to qualify for licensure; staff are at various community locations where homeless Veterans gather
Develops policies/procedures; provides MSS data related to staffing/resource allocation; ensures compliance w/ USPEQ program; monitors productivity data; provides continuing education standards/opportunities for staff; assures licensure requirements are met by deadlines
Represents Homeless program in community & participates in community-wide homeless planning activities to best serve Veterans' needs
Serves as contact for local Public Housing Agencies, PHAs
Develops community partnerships & participates/coordinates special events for homeless Veterans e.g. Stand Down, seasonal cold weather shelters & annual meeting for Community Homeless Assessment & Local Education & Networking Groups, CHALENG
Participates in Local/Regional Homeless Coalitions in Eastern Colorado to develop working partnerships w/ community agencies, treatment facilities & maintain relationship w/ agencies that provide services to homeless Veterans & help end homelessness for Veterans
Provides clinical, psychosocial/case management services at advanced practice levels for eligible Veterans & family members to meet biological, psychological, social & environmental needs
Provides individual, group & family psychotherapy & advanced level case management interventions to treat Veterans w/ serious medical & psychiatric disorders
Veterans eligible for HUD/VASH come from wide geographic areas
Their physical/mental health needs may be complex &require a high degree of clinical oversight & creative problem-solving
Services are provided in healthcare settings & in community which requires continuous coordination w/ community's homeless providers, coalitions & local, state & federal agencies
Provides services to access continuum of care from outpatient, independent/institutional settings
Meets Veterans in community to facilitate treatment plans
Develops individual, group & program goals & objectives
Is responsible for various program fund control points
Plans, organizes & directs administrative operations & patient/personnel activities for program
Has oversight for Veterans using HUD/VASH housing vouchers
Collects, reports, manages, controls program data regarding day to day functioning and program evaluations
Travel is required & may transport Veterans in government vehicles to meet Veterans' treatment goals
Demonstrates I-Care values when interacting w/ all internal/external customers
Maintains current knowledge of & practices in accordance w/ The Joint Commission requirements
Protects printed & electronic files containing sensitive data according to Federal privacy Act & confidentiality statutes
Follows regulations & instructions regarding release of sensitive/protected patient/ employee information
May serve on Service Line/VISN 19/medical center committees, workgroups, &/or task forces, etc.

Qualifications
Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
English Language Proficiency. Applicants must be proficient in spoken & written English
Education. Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Verification of the degree can be made by going to http://www.cswe.org/Accreditation to verify that the social work degree meets the accreditation standards for a masters of social work.
Licensure. Persons hired or reassigned to the social worker position GS-0185 series in the VHA must be licensed or certified by a state to independently practice social work at the master's degree level. Current state requirements may be found by going to http://vaww.va.gov/ORHM//T38Hybrids.
Loss of Licensure or Certification. Once licensed or certified, social workers must maintain a full, valid, and unrestricted independent license or certification to remain qualified for employment. Loss of licensure or certification will result in removal from the GS-0185 social worker series and may result in termination of employment. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).
Grade Determination Requirements: The following criteria must be met in addition to the Basic Requirements for employment listed above when determining the candidate's grade.
Supervisory Social Worker, GS-12
Education and Experience. One year of experience equivalent to the GS-11 grade level. Experience must demonstrate possession of advanced practice skills in a specialty area or in administration demonstrating progressively more professional competency and judgment. Candidate may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience.
AND
Licensure/Certification. Individuals assigned as Supervisory Social Workers must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure.
AND
Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate all of the following KSAs:
1) Ability to independently organize work, set priorities, and meet multiple deadlines.
2) Knowledge of supervisory duties which includes clinical supervision, consultation, negotiation with other departments and quality improvement.
3) Ability to ensure provision of clinical social work services.
4) Ability to provide staff training and development.
5) Skill in interpersonal relationships in dealing with employees, team leaders, and managers.
