About the Position:
This position is covered by the Science and Technology Laboratory Personnel Management Demonstration Project. Serves as Lead Contract Specialist leading within the U.S. Army Engineer Research and Development Center (ERDC), Contracting Office. Grants/Agreements Officer warrant required to make acquisition decisions within assigned team and provide acquisition advice to offices within Research Laboratory.
Duties
Lead Contract Specialist responsible for executing contract actions for both pre-award and post-award requirements for non-FAR requirements.
Evaluate methods to improve team efficiency/work products and informs management of performance issues to recommend/request action.
Train, mentor, manage workload, and lead assigned staff, by delegating tasks, reviewing work, and having an overall understanding of the status of all actions assigned to them.
Direct the full range of contract administration actions required for the acquisition program, including contract modifications, negotiation of changes, exercise of options, investigation/resolution of contractor delays, contractor appraisal, etc.
Advise customers in all phases of the acquisition process including, but not limited to, contracting method, solicitation of proposals/bids, evaluation of proposals/bids, negotiation of contracts, price and/or cost analysis, contract award, etc.
Conduct reviews of pre-award and post-award contractual actions for conformance with regulations, laws, policies, and procedures.
Plan and develop the contractual strategy for the overall acquisition program.
Requirements
- Appointment requires a Secret Security Clearance; subject to a suitability or fitness determination, as determined by a completed background investigation.
- Defense Acquisition Workforce (DAWIA) Certification within 24 months.
- Annual Statement of Employment and Financial Disclosure OGE-450.
- Approximately 25% travel to other duty locations.

This position is covered by the Science and Technology Laboratory Personnel Management Demonstration Project at the DJ-04 (GS-13/14) pay band. Basic Education Requirements: To qualify for this position, you must meet the Basic Requirement for 1102 job series in addition to required experience.
a) A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.
OR
b) Education exemption: Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000.
OR
c) Education exemption: Current military members who occupied a similar occupational specialty to the GS (or equivalent)-1102 or before September 30, 2000.
Education must be accredited by an accrediting institution recognized by the U.S. Department of Education in order for it to be credited towards qualifications. Therefore, provide only the attendance and/or degrees from schools accredited by accrediting institutions recognized by the U.S. Department of Education.
In addition to meeting the above basic education requirements, to qualify for this position you must also meet the below specialized experience:
Specialized Experience: One year of specialized experience equivalent to the DJ-03 (GS-12) level in the Federal service or equivalent performing the following contracting duties: 1) Executing functions for acquisitions involving supplies, services, research and development, construction, and/or information technology; 2) Determining the type and methods of contracting best suited for a customer's procurement request; 3) Conducting reviews of a full range of contracts and contracting plans; and 4) Preparing written acquisition decisions and verbally presenting the decisions.
