The Director position is in the Office of Minority and Women Inclusion located in Washington, DC. This position is open to status candidates.

Duties
The Office of Minority and Women Inclusion (OMWI) was established at the SEC in July of 2011. As required by Section 342 of the Dodd-Frank Wall Street Reform and Consumer Protection Act of 2010, OMWI has been assigned responsibility for all matters related to diversity in management, employment, and business activities at the SEC. OMWI is also responsible for developing and implementing standards for assessing the diversity policies and practices of SEC-regulated entities. With the requirements of Section 342 as the foundation of its efforts, OMWI is committed to ensuring that diversity and inclusion are leveraged throughout the agency to advance the SEC's mission to protect investors, maintain fair, orderly, and efficient markets, and facilitate capital formation.
The Director serves as the agency official with overall responsibility and accountability for ensuring the agency's implementation of policies, programs, and procedures to promote diversity and increase or sustain workforce diversity levels consistent with the demographics of the United States.
Typical duties include:
Providing leadership, direction, coordination, and day-to-day guidance for all of the SEC's efforts to promote diversity and inclusion at all levels of the agency's workforce, senior management, and business operations.
Overseeing the work of a professional staff comprised of attorneys, management and program analysts, and administrative support staff engaged in complex and sensitive work.
Directing the development and implementation of policies and procedures in support of the OMWI program and operations.
Directing the development, implementation, and monitoring of initiatives and activities to promote supplier diversity and the utilization of minority-owned and women-owned businesses in SEC contracts; and ensuring intended business results are achieved in a manner consistent with governing policies, laws, and regulations.
Overseeing the development and implementation of plans and initiatives designed to attract a diverse workforce and promoting financial literacy, which includes recruiting at minority serving institutions, women's colleges, sponsoring job fairs, and establishing partnerships with organizations to help develop a pipeline of diverse talent for potential employment with the SEC.
Providing advice and guidance to managers and agency staff on a broad range of external and internal diversity matters; implementing changes in policies and practices to eliminate any barriers to inclusion; and developing strategies to accomplish goals and objectives.
Serving as an expert resource providing guidance to SEC-regulated entities on the joint standards for assessing their policies and practices related to promoting diversity and inclusion in their organizations.
Representing the SEC at meetings and conferences with other government agencies and segments of private industry.
Directing the creation and submission of the annual report to Congress regarding all activities and successes taken by the agency related to women and minority inclusion in the workforce and business activities.

- PERMANENT CHANGE OF STATION (PCS): Moving/Relocation expenses are not authorized.
- DIRECT DEPOSIT: All Federal employees are required to have Federal salary payments made by direct deposit to a financial institution of their choosing.
- This position is not in the collective bargaining unit.
- For consideration at the SO-2 level, you must currently hold a SO-2 position within the SEC.
- This position is eligible to request telework in accordance with the SEC 's telework policy.
Qualifications
All qualification requirements must be met by the closing date of this announcement.
Time-in-grade for this announcement is one year at the GS/SK-14 level.
Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
MINIMUM QUALIFICATION REQUIREMENT:
SO-01: Candidate must possess at least one full year of specialized experience equivalent to at least the GS-14/SK-14 level in the federal government. Specialized experience is defined as:
Leading teams of staff with varying backgrounds (e.g., legal, data analytics, and program management);
Providing expert advice, guidance, and strategic leadership to an organization regarding all aspects of Diversity & Inclusion policies, reports, manuals and directives;
Leading strategic and performance planning processes, including the development of strategic initiatives, milestones, and metrics; manages the development of operational plans and status reports;
Leading and managing the development of internal operational and reporting initiatives, standard operating procedures, processes, and policies; managing the implementation of new systems, processes, and protocols; leading procedural or policy changes to improve operations policies; and
Communicating clearly and persuasively to a variety of audiences about complex data analysis issues orally and in writing.
