The incumbent serves as Administrative Officer for Engineering Service. The incumbent is involved in budget formulation, analysis and daily expenditures; work methods and procedures; management controls; manpower utilization and organization; information and documentation systems; operating programs and effectiveness. The incumbent manages workload with the Administrative Staff within the service and provides oversight on all accreditation and regulatory issues affecting Engineering Service.

Duties

MAJOR DUTIES AND RESPONSIBILITIES: Formulates and assists in the development of the Service's operating budget for the recurring expenditures of Engineering Service. The budget includes fuel and utilities for the medical center complex; GSA leased vehicles; industrial hygiene and safety; operating supplies and services; maintenance and repair of building service equipment/systems; grounds maintenance; service contracts on operating equipment, and station level projects. Develops and prepares documentation to support funding requests. Performs budget administration functions (reviews, edits and approves requests from supervisors for expenditures and approves online invoices) for compliance with VA regulations and standard operating procedures. Advises the Chief and Section Supervisors regarding the status and availability of funds in the various accounts. Incumbent monitors the use and rate of expenditures from the funds and brings to the attention of the Chief any needs for additional funding. Prepares and presents a variety of reports to management regarding status of funds, expenses, obligations and anticipated needs. Reviews the budgetary process the devises and recommends procedures to be implemented within the service and with affected services due to changing demand for services and supplies, cost effectiveness, work processes and staffing. Program changes such as equipment replacement, parts inventory control and station level projects require substantial change from year to year. Coordinates annual maintenance service contracts. This includes identification of needs by coordination with Engineering Service staff members, others services, and operational requirements. Develops and maintains reporting systems which include performance monitors for Engineering Service. Analyzes and reviews documentation, performs analysis of workloads within all sections within Engineering Service. Reports noncompliance or inadequate work methods to higher management with recommendations for correction and monitors documentation of these systems for timeliness, adequacy and effectiveness. Prepares and/or assists other Engineering Staff in preparing organizational chart and functional chart for review and presentation by the Chief Engineer to higher management for approval. Prepares and/or assists other Engineering staff in preparing positions descriptions and performance standards for each classified position. Prepares justification for the establishment of new positions or restructuring of position for more productivity based upon guidance from the Chief, Engineer. Reviews personnel actions for compliance with established policy and follows through the recruitment process. Provides training all computer users, issuing access codes, delegating computer menus, repairing or acquiring repair service for equipment and compiling reports, as required. Researches, correlates and evaluates information and statistics from a wide variety of technical, professional and complex sources such as construction, utilities, maintenance and safety for integration into recurring and nonrecurring statistical and narrative reports. Prepares tables, charts and special presentations. Conducts studies to compare differences and insure reliability of data. Identifies and corrects unexpected problems and makes adjustments in critical reports having a significant impact on the resources of the Medical Center. Compiles and analyzes data for recurring and nonrecurring reports required by local management and outside agencies. Collects and organizes data for preparing such recurring reports. Manages a comprehensive training plan for all Engineering employees and status reporting. Facilitates implementation by investigating and pursuing training opportunities, obtaining funding and advising management staff and employees on procedures to be followed and implemented to obtain specified short and long range goals. Resolves issues and problems regarding funding, scheduling and attendees. Establishes priorities and funding sequences. Maintains an up-to-date and accurate inventory of non-expendable equipment by means of coordinating with supervisors and supply management officials to insure all overages and shortages are identified and corrective action is taken. Analyzes equipment needs and advises on replacement and additional equipment needs. Initiates a priority listing. Reviews and analyzes return comments and works to finalize the documents for publication. Prepares memoranda and written reports for top management. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/28/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position, you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: One year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: The incumbent serves in the capacity of Administrative Officer for Engineering Service. The incumbent is involved in budget formulation, analysis and daily expenditures; work methods and procedures; management controls; manpower utilization and organization; information and documentation systems; operating programs and effectiveness. The incumbent manages workload with the Administrative Staff within the service and provides oversight on all accreditation and regulatory issues affecting Engineering Service. OR, Education: Ph.D. or equivalent doctoral degree or three (3) full years of progressively higher level graduate education leading to such a degree or LL.M., if related. Degree must be relevant to the position to be filled. Completion of graduate level education is qualifying if it provided the knowledge, skills, and abilities necessary to do the work. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full­time study. If that number cannot be obtained from the school, 18 semester hours should be considered an academic year of graduate study. Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended. OR, Combination: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements, and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grade GS-11. (When crediting education that requires specific course work, prorate the number of hours of related courses required as a proportion of the total education to be used.) The following is an example of how education and experience may be combined. This is an example only, and is not all-inclusive. The position to be filled is a Administrative Officer, GS-0341-11. An applicant has 9 months of specialized experience equivalent to GS-9 and 2 1 /2 years of creditable graduate level education in business management or related field of study. The applicant meets 75 percent of the required experience and 50 percent of the required education, i.e., the applicant has 1 /2 year of graduate study beyond that required for GS-9. Therefore, the applicant exceeds the total requirement and is qualified for the position. (The applicant's first 2 years of graduate study are not qualifying for GS-11.) Physical Requirements: Most of the incumbent's duties are sedentary in nature with occasional walking, climbing, stooping, bending and reaching as required.
