This position is located in the United States Department of Agriculture, Agricultural Research Service, Midwest Area, Location Support Staff in Urbana, Illinois.
In this position, you will be responsible for management advisory services, budget, human resources, agreements, purchasing and contracting, safety, and facilities.
Duties
Provides technical guidance and assistance to employees and management on the full range of administrative functions necessary to the efficient and economical operation of the location.
Prepares administrative policy statements, standard operating procedures, and other guidance.
Oversees the implementation of facility, real, and accountable property management and general services functions.
Keeps employees informed of human resources rules, policies, regulations, and procedures.
Implements and oversees the Employee Orientation Program assuring that necessary information is provided to new employees and assuring that appropriate content changes are made.
Initiates the visa process in instances where non-citizens have been selected for Location positions and assures that the appropriate visa clearance has been received before an entrance on duty date is finalized.
Manages all phases of budget formulation, execution, and administration to include monitoring and reallocating funds.
Develops preliminary contract specifications ensuring adequate documentation, statement of work approvals, clearances, justification, and funds before forwarding to management.
Conducts administrative review of agreement statements of work and budgets and approves all actions prior to submission to the Area Office.
Evaluates and modifies existing methods, procedures, policies, and reporting requirements.
Requirements

GS-09
Specialized Experience: Specialized experience is experience directly related to the position to be filled. Specialized experience must be described for each grade level advertised. The specialized experience requirements for this position are: Qualifying experience for GS-09 includes one year of specialized experience comparable to GS-07 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is assisting with financial management, facilities management or procurement; preparing reports or administrative documents; and informing employees of human resources rules, policies, regulations, or procedures.
OR
Education: Masters or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or JD., if related.
OR
A combination of specialized experience and graduate education as described above.
GS-11
Specialized Experience: Specialized experience is experience directly related to the position to be filled. Specialized experience must be described for each grade level advertised. The specialized experience requirements for this position are: Qualifying experience for GS-11 includes one year of specialized experience comparable to GS-09 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is managing budget formulation, execution, or administration; examining, analyzing, or interpreting accounting data; preparing reports, administrative policy statements or procurement cost analysis; and advising and informing employees of human resources rules, policies, regulations, or procedures.

Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.
OR
A combination of specialized experience and graduate education as described above.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
