The Utility Systems Repairer/Operator (USRO) is a member of a team responsible for the safe operation of the Energy Center, a central boiler and chiller plant. Utility systems repairer-operators perform various tasks in connection with the repair and operation of utilities for Federal buildings or facilities.

Duties

Utility Systems Repairer perform various tasks in connection with the repair and operation of utilities for Federal buildings or facilities. Typical work assignments include the performance of various checks, tests, adjustments, and troubleshooting tasks to determine the need for and the performance of repair and operation work. Work at this level involves installing, recognizing the cause of faulty equipment and making repairs on large systems that provide for a variety of air conditioning functions such as heating, cooling, humidifying, dehumidifying, cleaning, filtering, and circulating. Utility Systems Repairer will start, operate, adjust, stop, maintain, and perform various operational repairs on single or multiple fuel power boilers and associated auxiliary and pollution control equipment. USR regularly observes and note readings on gauges, meters, detectors, recorders, boiler water level indicators, and computer generated and analog displays to detect danger signals in operations. As the Utility Systems Repairer, the incumbent's duties include, but are not limited to: The incumbent must have a good working knowledge of boilers and steam systems, air-conditioning equipment and chilled water systems, all auxiliary equipment operated, and water treatment programs for the systems maintained and repaired. The incumbent should have previous high-pressure boiler operator experience, firing with natural gas or fuel oil, or other steam plant operating experience that can be demonstrated to correlate with boiler plant operations. The incumbent must have a good working knowledge of standard practices and codes associated with boiler and chiller plant operations. The incumbent must have the ability to read, write, speak and interpret the English language and transform those interpretations into actions required for equipment operations and repair. The incumbent must be able to speak clearly using telephonic and radio communications equipment. The USRO must have basic computer skills using Windows and Windows-based systems. The incumbent must have the ability to operate the boiler and chiller plant under normal and emergency conditions in a safe and reasonable manner with little or no immediate supervisory direction. The incumbent is responsible for making the decision to add or secure boilers and chillers as heating and cooling needs dictate. Work Schedule: Multiple Tours Position Description Title/PD#: Utility Systems Repairer/PD605420 Physical Requirements: Incumbent must exert moderate to arduous physical effort involving walking, standing, bending, stooping, lifting, working overhead and crawling. Incumbent must be able to to climb ladders and scaffolding and operate bucket truck. Incumbent must be able to lift loads of up to fifty (50) lbs. Frequently, work will be performed in cramped and awkward positions, including crawlspaces. Also, work is performed on interior and exterior of buildings. work performed is of a precise nature requiring prolonged concentration. Incumbent works at times under conditions of extreme stress and must be able to interact effectively with medical staff and perform work in a calm, analytical manner. Working Conditions: Incumbent works around and with hazardous mechanical and electrical equipment with the potential for serious injury and/or death. Physical agility and dexterity are required while working around equipment. Incumbent works in close quarters and cramped positions, in service rooms, sub-basement areas and other areas with marginal ventilation. Work is performed in engineering and shop areas, laboratories, offices, and many types of patient areas. Incumbent will sometimes be required to work in environments where the hazards of asbestos, burns, exposure to chemicals, radiation, and contagious diseases exist and will be exposed to various elements of weather when working outside. Incumbent must know and follow procedures for working in areas of infection, radiation, and use all appropriate safety tools, clothing, and other personal protective equipment to protect himself/herself, other staff, patients and visitors at all times.
